ESTIMATE AND APPORTIONMENT.

The Board met in pursuance of the following call:

OFFICE OF THE MAYORALTY,
EXECUTIVE DEPARTMENT-CITY HALL,
NEW YORK, December 19, 1888.

In pursuance of the authority contained in the 189th Section of the New York City Consolidation Act of 1882, a meeting is hereby called of the Mayor, Comptroller, President of the Board of Aldermen, and the President of the Department of Taxes and Assessments, constituting a Board of Estimate and Apportionment, to be held at the office of the Mayor, on Friday, December 21, 1888, at 11:30 o'clock A. M., for the purpose of considering the Final Estimate for the year 1889, and for the transaction of such other business as may be brought before the Board.

The minutes of the meeting held December 14, 1888, were read and approved.

The COMPTROLLER presented the following:

OFFICE OF THE BOARD OF EDUCATION,
CORNER OF GRAND AND ELM STREETS,
NEW YORK, December 20, 1888.

(In Board of Education, December 19, 1888.)

Resolved, That application be and the same hereby is made to the Board of Estimate and Apportionment for

the sum of two thousand dollars ($2,000) for the purpose of defraying the expense of an exhibit to be prepared for the Exposition to be held at Paris, France, in the year 1889, showing the work of the common school system of this city, the plans of school buildings, etc., and that the amount be added to the Budget for 1889.

Resolved, That this Board hereby requests the Board of Estimate and Apportionment to grant an additional appropriation of twenty thousand dollars ($20,000) for salaries of teachers, to be used for payment of proposed increase of salaries to assistant teachers in Grammar and Primary Schools, who have served as such for a period of fourteen years.

Whereas, The appropriation of $6,500 made by the Board of Estimate and Apportionment for "Incidental Expenses of the Normal College and Training Depart

ment" for 1888 is inadequate to meet the requirements of the year; therefore be it

Resolved, That the Board of Estimate and Apportionment be and they hereby are respectfully requested to transfer from the fund for 1888 entitled "Salaries of Professors, Teachers and Tutors in Normal College," to the fund for 1888 entitled "Incidental Expenses of the Normal College and Training Department," the sum of five hundred dollars ($500).

Which were received and referred to the Comptroller.

Robert M. Gallaway, Commissioner of Education, appeared before the Board, and made a statement in explanation of the above request for an appropriation for "Incidental Expenses of the Normal College.'

Charles L. Holt, Commissioner of Education, appeared before the Board, and made a statement in explanation of the above request for an appropriation for expense of an exhibit to be prepared for the Exposition at Paris, France.

The COMPTROLLER presented the following:

NEW YORK, December 15, 1888.

To the Honorable the Board of Estimate and Apportion

ment:

Gentlemen,-I respectfully request that a transfer be made of the sum of $34.53 from the appropriation "For

the Preservation of Public Records-Surrogate's Office," for the year 1887, to the appropriation "Salaries—Judiciary: Contingencies-Surrogate's Office," for the year 1887, which amount is needed for the payment of two bills of that year.

And offered the following resolution:

Surrogate.

Resolved, That the sum of thirty-four dollars and fiftythree cents ($34.53) be and is hereby transferred from the appropriation entitled "For the Preservation of Public Records-Surrogate's Office," for 1887, which is in excess of the amount required for the purpose, to the appropriation entitled "Salaries-Judiciary: Contingencies-Surrogate's Office," for 1887, which is insufficient for the purposes thereof.

Which was adopted by the following vote:

Affirmative—The Mayor, Comptroller, and President of the Department of Taxes and Assess

ments-3.

The COMPTROLLER presented the following:
