ESTIMATE AND APPORTIONMENT.

The Board met in pursuance of the following call:

OFFICE OF THE MAYORALTY,
EXECUTIVE DEPARTMENT-CITY HALL,

NEW YORK, January 10, 1888.

In pursuance of the authority contained in the 189th Section of the New York City Consolidation Act of 1882, a meeting is hereby called of the Mayor, Comptroller, President of the Board of Aldermen, and the President of the Department of Taxes and Assessments, constituting a Board of Estimate and Apportionment, to be held at the office of the Mayor, on Wednesday, January 11, 1888, at 2 o'clock P. M., for the purpose of transacting such business as may be brought before the Board.

The COMPTROLLER moved that the President of the Department of Taxes and Assessments be elected Secretary and Charles V. Adee be elected Clerk to this Board.

Which was agreed to.

The minutes of the meeting held December 29, 1887, were read and approved.

The COMPTROLLER presented the following:

To the Board of Estimate and Apportionment:

Under the provisions of Chapter 447 of the Laws of 1876, the Department of Public Parks has made and entered into a contract with James Slattery for improving and constructing the unfinished portion of Riverside avenue, between West Eighty-fifth and Eighty-seventh streets, the estimate of expense amounting to $26,081.20, to which are to be added charges for inspection and contingent expenses.

To provide the means to pay the cost of completing the work, I submit a resolution to authorize the issue of "Assessment Bonds," not exceeding $30,000 in amount, as provided by said act.

And offered the following resolution:

Resolved, That the Comptroller be and he is hereby authorized to issue "Assessment Bonds," at such rate of interest as he may determine, not exceeding three per cent. per annum, to an amount not exceeding thirty thousand dollars ($30,000), in pursuance of the provisions of Chapter 447 of the Laws of 1876, and in conformity with the laws relating to the issue of Assessment Bonds.

Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, President of the

Board of Aldermen, and President of the

Department of Taxes and Assessments-4.

The COMPTROLLER presented the following:

To the Honorable Board of Estimate and Apportionment:

Gentlemen,-I have the honor, by direction of the Board of City Officers, created by Section 13, Chapter 742 of the Laws of 1871, to authorize the purchase of land for the Fire Department, to inform you of the adoption of the enclosed preamble and resolution at a meeting held this day.

Whereas, The Board of Fire Commissioners of the City of New York adopted a resolution on the 21st day of September, 1887, notifying the Comptroller that they required a location for a new apparatus house in the vicinity of the intersection of Eighty-fourth street and Tenth avenue, and on November 10, 1887, informed him that the lot on the south side of West Eighty-third street, two hundred feet west of Ninth avenue, was considered a suitable location for the purpose; and

Whereas, At a meeting held by this Board on November 18, 1887, the matter was referred to the then Comptroller, the Hon. E. V. Loew, to report upon the proposed location and the price for which it could be obtained; and

Whereas, The said Comptroller made and entered into an agreement with the owner for the purchase of said lot

for the sum of $8,500, subject to the approval of this Commission;

Resolved, That in pursuance of the authority conferred by Section 13 of Chapter 742 of the Laws of 1871, the officers therein named, to wit: The Mayor, the Commissioner of Public Works, the Comptroller, the President of the Department of Public Parks, and the President of the Board of Fire Commissioners of the City of New York, do hereby authorize the purchase of said lot, bounded as follows: Beginning on the southerly side or line of Eightythird street, at a point distant two hundred feet westerly from the southwesterly corner of Eighty-third street and the Ninth avenue; thence running southerly on a line parallel with the Ninth avenue one hundred and two feet two inches, more or less, to the centre line of the block; thence running westerly and parallel with Eighty-third street twenty-five feet one inch; thence running northerly on a line parallel with the Ninth avenue one hundred and two feet two inches to the southerly line or side of Eightythird street; thence along the southerly line or side of Eighty-third street easterly twenty-five feet to the place or point of beginning; and the Board of Estimate and Apportionment is requested to authorize the issue of bonds of the Corporation of the City of New York for the sum of eight thousand five hundred dollars ($8,500) to pay for the same, at a rate of interest not exceeding three per cent. per annum, for a period not exceeding fifteen years, and in conformity with the provisions of law relating to the issue of bonds of the City of New York.
