The gutter of market building on West street side needs repairing.

GANSEVOORT MARKET.

Repairing the tool-house located on the third driveway east of Tenth avenue, Farmers' Market.

CLINTON MARKET.

Repairing floor at and around stands Nos. 90, 92, 122, 123, 124, 125, 126 and 127.

CENTRE MARKET.

Repair roof of Centre Market on Centre street side, near Broome street.

I have called several times on Mr. Bergen, Superintendent of R. and S., and was informed each and every time that the appropriation for this year is exhausted, and, in consequence, is unable to perform the work called for in the above-named requisitions this year, unless a transfer of money is made for the purpose.

In conclusion, permit me to state that the complaints of stand-holders are loud and numerous about not having these much needed repairs made, and I must admit that these complaints are well founded. These repairs should all be done as soon as possible, at all events before the commencement of winter; some stand-holders have made threats to commence suits against the City for damages sustained at each rain-storm, and to lodge complaints against Mr. Walsh, Clerk of Washington Market, for neglect of duty, as also against myself.

And offered the following resolution:

Resolved, That the sum of three thousand dollars be and is hereby transferred from the appropriation to the Department of Public Works, entitled "For Lamps and Gas and Electric Lighting-Allowance for one thousand additional Electric Lights," for 1888, which is in excess of the amount required for the purposes thereof, to the appropriation entitled "Public Buildings-Construction and Repairs," for 1888, which is insufficient for the purposes thereof. Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, President of the Board of Aldermen, and President of the Department of Taxes and Assessments—4.

The COMPTROLLER offered the following preamble and resolution:

Whereas, An appropriation was made for the year 1888 for "Election Expenses," including fees for serving Supervisors, Board of Supervisors, and fifteen newspapers with notices of elections, by the Sheriff, under Section 1931 of the New York City Consolidation Act of 1882;

Resolved, That, in pursuance of the authority conferred

upon the Board of Estimate and Apportionment by Chapter 297 of the Laws of 1884, the Sheriff's fee for serving such election notices is hereby fixed at one dollar for each notice, in conformity with Clause 19 of Section 3307 of the Code of Civil Procedure of the State of New York, fixing the Sheriff's fees for such service.

Which were adopted by the following vote:

Affirmative-The Mayor, Comptroller, President of the Board of Aldermen, and President of the Department of Taxes and Assessments—4.

The COMPTROLLER presented the following:

OFFICE OF THE CLERK OF THE BOARD OF EDUCATION,
CORNER OF GRAND AND ELM STREETS,

NEW YORK, September 24, 1888.

(In Board of Education, September 19, 1888.) Resolved, That the Board of Education hereby expresses its approval of, and gives its consent to, the appropriation and transfer of nine thousand two hundred dollars ($9,200) for the purpose of providing for lectures for working-men and working-women during the current year, said transfer of $9,200 to be made from an unexpected balance of an appropriation to the Board of Education for the year 1887, entitled "Public Instruction-For Salaries of Teachers in Grammar and Primary Schools," and to constitute an appropriation to be entitled "Public Instruction-For Free Lectures to Working-men and Working-women," as proposed in the resolution in relation to this matter now awaiting action on the part of the Board of Estimate and Apportionment.

Whereas, The Board of Education adopted a resolution on September 19, 1888, giving its consent to the appropriation and transfer of nine thousand two hundred

dollars ($9,200), for the purpose of providing for lectures for workingmen and working-women during the current year; therefore,

Resolved, That, in pursuance of the provisions of Chapter 545 of the Laws of 1888, the Board of Estimate and Apportionment hereby appropriates the sum of nine thousand two hundred dollars ($9,200) for the purpose of providing for lectures for working-men and working-women, during the current year, and to provide the means to meet such appropriation, the Board of Estimate and Apportionment hereby authorizes a transfer of said sum of nine thousand two hundred dollars from an unexpended balance of an appropriation made to the Board of Education for the year 1887, entitled "Public Instruction-For Salaries of Teachers in Grammar and Primary Schools," which is in excess of the amount required for the purpose thereof, to an appropriation made under the authority of said act of the Legislature, and in accordance with the opinion of the Counsel to the Corporation, dated August 16, 1888, to be entitled "Public InstructionFor Free Lectures to Working-men and Workingwomen," for 1888.

Which were laid over on the ground that, according to the opinion of the Counsel to the Corporation, dated August 16, 1888, the Board of Education should request this Board to authorize the said transfer of the appropriation. The COMPTROLLER presented the following:

BOARD OF EDUCATION, Sept. 12, 1888.

Resolved, That the Board of Estimate and Apportionment be and they hereby are requested to transfer the

sum of five hundred dollars ($500) from the unexpended balance of the fund apportioned for 1887, "For Salaries of Teachers in Grammar and Primary Schools," to the fund apportioned for 1888, "For Incidental Expenses of Evening Schools."

And offered the following resolution:

Resolved, That the sum of five hundred dollars ($500) be and is hereby transferred from the unexpended balance of the appropriation to the Board of Education for 1887, entitled "Public Instruction-For Salaries of Teachers in Grammar and Primary Schools,' which is in excess of the amount required for the purposes thereof, to the appropriation entitled "Public Instruction-For Incidental Expenses of Evening Schools," for 1888, which is insufficient for the purposes thereof.

Which was adopted by the following vote:

Affirmative-The Mayor, Comptroller, President of the Board of Aldermen, and President of the Department of Taxes and Assessments-4.

The COMPTROLLER offered the following resolution:

Resolved, That one hundred copies of the departmental estimates of the heads of departments and other annual estimates for the year 1889, sent to the Board of Estimate and Apportionment pursuant to a resolution adopted on July 12, 1888, be printed immediately, in the usual form, under the direction of the Secretary of this Board.
