Congress of the United States,

BEGUN and held at the city of Washington, in the territory of Columbia, on Monday, the twenty-seventh day of November, one thousand eight hundred and nine, being the Second Session of the ELEVENTH CONGRESS, held under the Constitution of Government of the United States.

Adam Seybert, returned to serve as a member of this House, for the state of Pennsylvania, in the room of Benjamin Say, resigned, appeared, produced his credentials and took his seat; the oath to support the constitution of the United States being first administered to him by Mr. Speaker.

Jonathan Jennings, returned to serve as a delegate from the territory of Indiana, appeared, produced his credentials and took his seat; the oath to support the constitution of the United States being first administered to him by Mr. Speaker.

A quorum, consisting of a majority of the whole number, being present,

On motion of Mr. Dawson,

Ordered, That Mr. Goodwyn and Mr. Root, be appointed a committee on the part of this House, jointly with such committee as may be appointed on the part of the Senate, to wait on the President of the United States, and inform him that a quorum of the two Houses is assembled, and ready to receive any communications he may be pleased to make to them. Ordered, That the Clerk of this House do acquaint the Senate therewith.

On motion of Mr. Nelson,

Resolved, That the Clerk be directed to procure newspapers from any number of offices that the members shall elect: provided the expense do not exceed the amount of three daily newspapers.

On motion of Mr. Nelson,

Resolved, That unless otherwise ordered, the daily hour to which the House shall stand adjourned during the present session, be eleven o'clock in the forenoon. And then the House adjourned until to-morrow morning, eleven o'clock.

TUESDAY, November 28, 1809.

Several other members, to wit: from New Hampshire, John C. Chamberlain, and James Wilson; from

Rhode Island, Elisha R. Potter; from Pennsylvania, William Findley, and Daniel Heister; from Virginia, Matthew Clay, and Jacob Swoope; and from North Carolina, John Stanley, appeared, and took their seats in the House.

A message from the Senate, by Mr. Otis, their Secretary.

Mr. Speaker: I am directed to inform this House, that a quorum of the Senate is assembled, and ready to proceed to business. They have appointed a committee on their part, jointly with the committee appointed on the part of this House, to inform the President of the United States, that a quorum of the two Houses is assembled, and ready to receive any communications that he may be pleased to make to them: And then he withdrew.

A motion was made by Mr. Smilie, and seconded, that the House do proceed to the appointment of the standing committees, pursuant to the rules and orders of the House: Whereupon,

Ordered, That a Committee of Elections be ap pointed, pursuant to the standing rules and orders of the House;

And a committee was appointed of Mr. Findley, Mr. Clay, Mr. Sturges, Mr. Troup, Mr. Taylor, Mr. Van Rensselaer, and Mr. Gannett.

Ordered, That a Committee of Claims be appointed, pursuant to the standing rules and orders of the House;

And a committee was appointed of Mr. Johnson, Mr. Pitkin, Mr. Butler, Mr. R. Brown, Mr. Stanley, Mr. Gholson, and Mr. P. B. Porter.

Ordered, That a Committee of Commerce and Manufactures be appointed, pursuant to the standing rules and orders of the House;

And a committee was appointed of Mr. Newton, Mr. Dana, Mr. Marion, Mr. Cutts, Mr. N. R. Moore, Mr. Sage, and Mr. Seybert.
