TUESDAY, December 12, 1809.

Another member, to wit: from Massachusetts, Ebenezer Seaver, appeared, and took his seat in the House.

The Speaker laid before the House a letter from the Secretary of the Treasury, transmitting the annual statement of the district tonnage of the United States, on the thirty-first of December, one thousand eight hundred and eight, which were read, and ordered to lie on the table.

The Speaker also laid before the House another letter from the Secretary of the Treasury, transmitting his report, prepared in obedience to "An act regulat ing the currency of foreign coins in the United States," passed the tenth of April, one thousand eight hundred and six, which were read, and ordered to lie on the table.

On motion of Mr. Marion,

Ordered, That the petition of the inspectors of the customs for the port of Charleston, state of South Carolina, presented on the sixth of June, one thousand eight hundred and nine, be referred to the Committee of Commerce and Manufactures.

Mr. Findley presented a petition of Elizabeth Scott, widow of Joseph Scott, deceased, late of Alleghaney county, state of Pennsylvania, and William Scott, only son and heir of the said deceased, praying that the accounts of the said Joseph Scott, for ferriage of the army of the United States across the Monongahela river, in the year one thousand seven hundred and ninetyfour, may be liquidated and settled, and the amount paid to them.

Mr. Nelson presented a petition of Philip Glum, of the state of Pennsylvania, praying to be placed on the pension list of the United States, in consequence of wounds received whilst a soldier in the revolutionary army.

The said petitions were read, and severally referred to the Committee of Claims.

On motion of Mr. McKee,

Ordered, That the petition of sundry inhabitants of Knox county, in the state of Kentucky, presented on the twenty-seventh of January, one thousand eight hundred and seven, be referred to the Committee of Claims.

On motion of Mr. Love,

Ordered, That the petition of David Blackwell, presented on the twelfth of June, one thousand eight hundred and nine, be referred to the same committee.

An engrossed bill extending the time for issuing and locating military land warrants, was read the third time.

Resolved, That the said bill do pass, and that the title be "An act extending the time for issuing and locating military land warrants.”

Ordered, That the Clerk of this House do carry the said bill to the Senate, and desire their concur

rence.

On motion of Mr. Chittenden,

Ordered, That the petition of sundry inhabitants of Middlebury, in the state of Vermont, and the petition of sundry inhabitants of the county of Rutland, in the state of Vermont, presented on the seventeenth of December, one thousand eight hundred and six, and thirty-first of January, one thousand eight hun. dred and seven be referred to the Committee on Post-offices and Post-roads.

On motion of Mr. Blaisdell, and seconded,

Resolved, That the Committee on Post-offices and Post-roads, be instructed to inquire into the expedi ency of establishing a post-road from the town of Hanover, in the state of New Hampshire, to the town of Plymouth, in said state, through the towns of Canaan, Dorchester, Grotton and Hebron.

On motion of Mr. Dawson,

Ordered, That the petition of William Wedderburn, presented on the ninth of December, one thousand eight hundred and five, be referred to the Com. mittee of Claims.

Mr. Shaw presented a petition of sundry inhabitants of the town of Canaen, in the state of Vermont, whose names are thereunto subscribed, pray. ing the establishment of a post route from Guildhall, through Northumberland, Stratford, Cockburn, Col brook and Stewarts town, the Canada line, and to return through Canaen, Lemington, Minehead, Brunswick and Maidstone.

Ordered, That the said petition be referred to the Committee on Post-offices and Post-roads.

The House proceeded to consider a resolution, proposed by Mr. Sawyer, on the fourth instant, for the establishment of a standing committee on manufactures; and the same being read at the Clerk's table, was, on the question put thereupon, disagreed to by the House.

A message from the Senate, by Mr. Otis, their Secretary.

Mr. Speaker: The Senate have passed the bill, entitled "An act supplemental to an act, entitled “An act extending the right of suffrage in the Indiana territory, and for other purposes," with an amendment, to which they desire the concurrence of this House: And then he withdrew.

The House proceeded to consider the said amendment, and the same being twice read, was, on the question put thereupon, agreed to by the House.

Ordered, That the Clerk of this House do acquaint the Senate therewith.

Mr. Jennings presented a petition of Jacob Garret, of the Indiana territory, stating that by an error of the clerk of the register of the land-office at Vincennes, he finds himself in possession of a piece of land different from that which he intended to have purchased, and on
