1 Under the act of 1894, carbonized noils were dutiable at 15 per cent ad valorem beginning Jan. 1, 1895 but noils, n. s. p. f., were on the free list beginning Aug. 28, 1894. Since the latter constituted the bulk of the noils imported in the fiscal year 1895 the date of Aug. 28, 1894, has been used as the dividing line between the acts of 1890 and 1894.

2 Includes 4,573,147 pounds, valued at $2,103,180, free of duty under the act of 1913; 272,836 pounds, valued at $306,220, paying duty of 45 cents a pound or $122,776 total, equivalent to 40.09 per cent ad valorem, under the emergency tariff act.
