The bill concerning field officers of the militia, was read the second time.

Mr. Lacock, from the committee to whom was referred, the memorial of Walter Jones, jun. and others, reported a bill concerning the District of Columbia: and the bill was read

Ordered, That it pass to the second reading.

The bill entitled "An act, rewarding the officers and crew, of the sloop of war Hornet, for the capture and destruction of the British sloop of war Penguin," was read a third time.

Resolved, That this bill pass.

Ordered, That the Secretary notify the House. of Representatives accordingly.

The Senate resumed, as in committee of the whole, the bill for the relief of Richard Mitchill. On motion by Mr. Daggett,

Ordered, That the further consideration thereof be postponed until Monday next.

The Senate resumed, as in committee of the whole, the consideration of the bill, providing for the publication of the decisions of the supreme court of the United States.

On motion by Mr. Hunter,

Resolved, That it be referred to a select com. mittee, to consider and report thereon.

Ordered, That Mr. Hunter, Mr. Mason, of N. H. and Mr. Talbot, be the committee.

The Senate resumed the report of the committee on finance, on the petition of Thomas Cutts. On motion by Mr. Chace,

Ordered, That the further consideration thereof be postponed until Thursday next.

The Senate resumed, as in committee of the whole, the bill entitled "An act, to authorize the payment for property lost, captured, or destroyed by the enemy, while in the military service of the United States," together with the several amendments proposed thereto.

On motion by Mr. Fromentin,

Ordered, That the further consideration thereof be postponed until to-morrow.

Mr. Campbell, from the committee on finance and an uniform national currency, to whom was referred, the bill entitled "An act, to reduce the amount of direct tax upon the United States and the District of Columbia, for the year 1816; and to repeal, in part, the act entitled An act, to provide additional revenue for defraying the expenses of government, and maintaining the public credit, by laying a direct tax upon the United States, and to provide for assessing and collecting the same;' and also the act entitled An act, to provide additional revenue for defraying the expenses of government, and maintaining the public credit, by laying a direct tax upon the District of Columbia;" reported it with amendments,

Mr. Roberts, reported from the committee, that they had this day laid before the President of the United States, the three enrolled bills and two enrolled resolutions, last reported to have been examined.

A message from the House of Representatives by Mr. Dougherty their Clerk:

Mr. President-I am directed to announce to the Senate, the death of the honourable Elijah Brigham, late a member of the House of Representatives, from the State of Massachusetts, and that his funeral will take place to-morrow, at 12 o'clock. And he withdrew.

On motion by Mr. Varnum,

Resolved unanimously, That the Senate will attend the funeral of the honourable Elijah Brigham, late a member of the House of Representatives, from the State of Massachusetts, to-morrow at 12 o'clock; and, as a testimony of respect for the memory of the deceased, they will go into mourning, and wear a black crape round the left arm, for thirty days.

The Senate adjourned to 11 o'clock to-morrow morning.

MONDAY, FEBRUARY 26th, 1816.

The President communicated a letter from the Secretary of the Treasury, accompanied with a statement of the emoluments of the officers employed in the collection of the customs, for the year 1815; which were read.

The President also communicated a report of the Secretary of the Treasury, on the petition of John Holker, made in obedience to the resolution of the Senate, of the 9th ultimo; and the report was read.

On motion by Mr. Tait,

Ordered, That the committee on naval affairs, to whom was referred the memorial of Thomas Ap Catesby Jones, a lieutenant in the navy, of Robert Jones and others, and of Joseph Henry and others, be discharged from the further consideration thereof respectively; and that they have leave to withdraw their memorials.

On request,

Mr. Barbour had leave of absence for two weeks.

Mr. Roberts presented the petition of the Mayor, Aldermen, and Common Council of the city of Washington, representing that great delay and injury is experienced, from not having a port of entry therein; and the petition was read.

Mr. Roberts, reported from the committee, that they had this day laid before the President of the United States, the three enrolled bills and two enrolled resolutions, last reported to have been examined.
