Mr. Harper submitted the following motions for consideration:

Resolved, That provision ought to be made by law, for excluding, gradually, from the naval and merchant service of the United States, all persons other than native citizens, or citizens heretofore naturalized.

Resolved, That provision ought to be made by law, for compelling merchant vessels of the United States to have on board a number of apprentices in proportion to the tonnage of such vessels, respectively.

Mr. Morrow, from the committee to whom was referred the bill entitled "An act to enable the people of the Indiana Territory to form a Constitution and State Government, and for the admission of such State into the Union on an equal footing with the original States," reported it with amendments, which were read.

Mr. Morrow, from the same committee, communicated a certified statement of the census of the Indiana Territory.
