The bill authorizing the sale of lots owned by the United States, in the city of New-Orleans, and for other purposes, was read the second time.

The bill for the relief of the legal representatives of Ignace Chalmet Delino, deceased, was read the second time.

The resolutions reported from the joint committee appointed to inquire into the expediency of making certain alterations in the mode of transacting the business of Congress, were read the second time.

The Senate resumed the consideration of the report of the committee to whom was referred the petition of Talcott Wolcott.

Whereupon,

Resolved, That the prayer of the petitioner ought not to be granted.

The bill entitled "An act for the more convenient arrangement of the times and places of holding the circuit courts of the United States for the districts of South-Carolina and Georgia," was read the second time.
