The resolution for printing the laws relative to naturalization, having been reported by the committee correctly engrossed, was read a third time. Resolved, That this resolution pass.

The amendments to the bill entitled "An act making appropriations for the support of government for the year 1816," having been reported by the committee correctly engrossed, the bill was read a third time, and the blank filled.

Mr. Lacock gave notice that he should ask leave to bring in a bill making an appropriation for the compensation of the commissioner and clerk, authorized by an act entitled "An act to authorize the payment for property lost, captured, or destroyed by the enemy, while in the military service of the United States, and for other purposes."

The following written message was received from the President of the United States, by Mr. Todd, his Secretary:

To the Senate and House of Representatives of the United States.

With a view to the more convenient arrangement of the important and growing business connected with the grant of exclusive rights to inventors and authors, I recommend the establishment of a distinct office within the Department of State, to be charged therewith, under a director, with a salary adequate to his services, and with the privilege of franking communications by mail from and to the office. I recommend also, that further restraints be imposed on the issue of patents to wrongful claimants, and further guards provided against fraudulent exactions of fees by persons possessed of patents.

The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An act making further provision for military services during the late war, and for other purposes," together with the amendments reported thereto by the select committee; and the amendments having been disagreed to, the President reported the bill to the House.

On the question-"Shall this bill be read a third time ?"

It was determined in the affirmative, yeas 15, mays 9.

On motion by Mr. Varnum;

The yeas and nays being desired by one fifth of the Senators present, those who voted in the affirmative, are

The Senate resumed, as in committee of the whole, the consideration of the bill providing for the increase of the salaries of the officers of government therein mentioned; and Mr. Barry was requested to take the chair.

Agreeably to notice, Mr. Campbell asked and obtained leave to bring in a bill to authorize the State of Tennessee to issue grants and perfect titles on certain entries and locations of lands therein described; and the bill was read.

Ordered, That it pass to the second reading. The President communicated a report of the Secretary for the Department of War, exhibiting the names of the clerks employed in the several offices attached to that department, and the sums given to each for the year 1815; and the report

was read.

After the consideration of executive business, the Senate adjourned to 11 o'clock to-morrow morning; to which time the several orders of the day were postponed.
