the Legislature of the Commonwealth of Virginia proposing to cede to the United States, the territory north-west of the river Ohio, together with sundry other documents in relation to that subject; which were read.

On motion by Mr. Barbour.

Ordered, That they be referred to the committee last mentioned, to consider and report thereon.

Mr. Campbell, from the committee on so much of the message of the President of the United States, as relates to finance and an uniform national currency; to whom was referred the bill entitled, "An act making additional appropriations to defray the expenses of the army and militia, during the late war," reported it with an amendment, which was considered as in committee of the whole; and having been agreed to, the President reported the bill to the House amended accordingly; and

On the question-"Shall the amendment be engrossed, and the bill read a third time as amended?"

It was determined in the affirmative.

The amendment to the last mentioned bill, having been reported to the committee correctly engrossed, the bill was read a third time as amended by unanimous consent.

Resolved, That this bill pass with an amendment.
On motion,

The title was amended, by adding thereto, with Great Britain."

Ordered, That the Secretary request the con currence of the House of Representaves in the amendments.

Mr. Campbell from the committee on finance and an uniform national currency, communicated sundry documents, which were read.

Mr. Dana give notice, that at the next sitting of the Senate, he should ask leave to bring in a bill relative to evidence in cases of naturalization.

The President communicated a report of the Secretary of the Treasury, comprehending the annual statement of the duties of customs, for the year 1814; and of the sales of public lands, for the year ending on the 30th of September, 1815; also the statements relating to the internal duties, and direct tax, required by the 33d section of the act of Congress, of the 22d of July, 1813; which were read.

On motion by Mr. King,

Ordered, That the Secretary of the Senate cause to be procured, fifty additional copies thereof for the use of the Senate.

After the consideration of executive business, the Senate adjourned to 11 o'clock to-morrow morning.

THURSDAY, DECEMBER 21st, 1815.

Agreeably to notice, Mr. Dana asked and obtained leave to bring in a bill relative to evidence in cases of naturalization; and that bill was read. Ordered, That it pass to the second reading.

On motion by Mr. Barbour,

Resolved, That the Secretary of the Naval Department, be directed to communicate to the Senate, whether any, and, if any, what steps have

been taken during the recess, to ascertain the most convenient harbours in the waters of the Chesapeake Bay for the reception of ships of war; and that he also be directed to communicate, whether the middle ground between the capes of the said bay has been explored with a view to that object, and the result of such examination.

Mr. Brown presented the memorial of the Legislative Council and House of Representatives of the Mississippi Territory, praying the appointment of an additional judge for that part of the Territory, lying east of Pearl River, for reasons stated in the memorial; which was read.

On motion by Mr. Brown,

Resolved, That it be referred to a select committee, to consider and report thereon, by bill or otherwise.

Ordered, That Mr. Brown, Mr. Williams, and Mr. Campbell, be the committee.

The President communicated the report of the Secretary for the Department of Navy, in relation to the moneys transferred during the last recess of Congress, from certain appropriations for particular branches of expenditure, to other branches of expenditure in that Department, made in obedience to the first section of the act passed the 3d March, 1809, entitled "An act further to

amend the several acts for the establishment and regulation of the Treasury, War, and Navy Departments;" and the report was read.

Mr. Sanford submitted the following motion for consideration:

Resolved, That so much of the message of the President of the United States as relates to the measure of confining the American navigation to American seamen, be referred to a select committee, with leave to report by bill or otherwise.

The resolution to authorize the committee of accounts, to cause certain alterations to be made in the Senate Chamber, was read a second time, and considered as in committee of the whole; and no amendment having been proposed, the President reported it to the House accordingly.

On the question-" Shall this resolution be engrossed and read a third time?"

It was determined in the affirmative.

The resolution last mentioned having been reported by the committee correctly engrossed, was read a third time by unanimous consent.

Resolved, That this resolution pass.

A message from the House of Representatives, by Mr. Dougherty their Clerk:

Mr. President-The House of Representatives concur in the amendments of the Senate, to the bill entitled "An act making additional appropriations, to defray the expenses of the army and militia during the late war with Great Britain."

They have passed a bill entitled "An act for the relief of Jabez Hull;" also a bill entitled "An

act for the relief of Jonathan B. Eastman;" in which bills they request the concurrence of the Senate. And he withdrew.

The two bills last mentioned were read.

Ordered, That they severally pass to the second reading.

After the consideration of executive business, the Senate adjourned to 11 o'clock to-morrow morning.

FRIDAY, DECEMBER 22d, 1815.

Mr. Daggett presented the petition of John A. Thomas, late a captain in the 25th regiment, United States infantry, praying an allowance of six hundred and fifty dollars, which were stolen from him while in the discharge of his duty as recruiting officer, as is stated in the petition; which was read.

On motion by Mr. Daggett,

Ordered, That it be referred to the committee on military affairs, to consider and report thereon by bill or otherwise.

Mr. Lacock presented the petition of a number of the inhabitants of Beaver county, in the State of Pennsylvania, remonstrating against the transportation and opening of the mail on the Sabbath; and the petition was read.

On motion by Mr. Lacock,

Resolved, That the said petition, together with a similar petition presented the 19th instant, be severally referred to a select committee; to consider and report thereon by bill or otherwise.
