Ordered, That Mr. Lacock, Mr. Daggett, and Mr. Dana, be the committee.

Mr. Daggett submitted the following resolution, which was read and passed to the second reading:

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That for the purpose of procuring some alterations in the Hall of Congress, for the better accommodation of the two Houses; the President of the Senate, and the Speaker of the House of Representatives, be authorized to adjourn their respective Houses, from the 22d of December, instant, to the second day of January next.

On the question-" Shall this resolution be now read the second time?"

It was objected to by Mr. Varnnm, as against the rule.

Mr. Hunter presented the petition of James Burrell, jun. and others, a committee acting for, and in behalf of the cotton manufacturers in Providence, and its vicinity, praying that a law may be passed, prohibiting the importation of all cotton goods, (nankeens excepted,) the production of places beyond the Cape of Good Hope, and laying such duty on those of a coarse texture imported from other countries, as shall give to them protection and relief, for reasons stated at large in the petition; which was read.

On motion by Mr. Hunter,

Ordered, That it be referred to the committee appointed the 11th instant, on so much of the mes

sage

of the President of the United States, as relates to manufactures; to consider and report thereon by bill or otherwise.

On motion by Mr. Barbour,

It was agreed, that when the Senate adjourn, it be to Tuesday next.

The Senate resumed the consideration of the motion, for the appointment of a committee on so much of the message of the President of the United States, as relates to the measure of confining the American navigation to American seamen.

On motion by Mr. Lacock,

Ordered, That the further consideration thereof, be postponed.

The bill relative to evidence in cases of naturalization, was read the second time.

On motion by Mr. Dana,

Resolved, That it be referred to a select committee, to consider and report thereon.

Ordered, That Mr. Dana, Mr. Sanford, and Mr. Lacock, be the committee.

The bill entitled "An act, for the relief of Jabez Hull," was read the second time.

On motion by Mr. Varnum,

Ordered, That it be referred to the committee. on military affairs, to consider and report thereon. The bill entitled "An act for the relief of Jonathan B. Eastman," was read the second time.

On motion by Mr. Varnum,

Ordered, That it be referred to the committee on military affairs; to consider and report thereon,

Mr. Roberts reported from the committee, that they had examined, and found duly enrolled, the bill entitled "An act making additional appropriations, to defray the expenses of the army and militia, during the late war with Great Britain."

A message from the House of Representatives, by Mr. Dougherty their Clerk:

Mr. President-The Speaker of the House of Representatives having signed an enrolled bill, I am directed to bring it to the Senate for the signature of their President. And he withdrew.

The President signed the enrolled bill last reported, to have been examined, and it was delivered to the committee, to be laid before the President of the United States.

TUESDAY, DECEMBER 26th, 1815.

The President communicated a report of the Secretary for the Department of Navy, on the expenditure and application of moneys drawn from the Treasury, from the first of October, 1814, to the 30th of September, 1815, inclusive, and of the unexpended balances of former appropriations remaining in the Treasury, on the first of October, 1814; and the report was read.

The following written message was received

from the President of the United States, by Mr. Todd, his Secretary.

To the Senate and House of Representatives of the United States.

I lay before Congress, copies of a proclamation, notifying the convention concluded with Great Britain, on the 3d day of July last, and that the same has been duly ratified; and I recommend to Congress such legislative provisions, as the convention may call for on the part of the United States.

Ordered, That the message, together with the convention thereby communicated, be referred to the committee appointed the 11th instant, on foreign relations; to consider and report thereon by bill or otherwise.

Mr. Roberts presented the memorial of Thomas Murray, an inhabitant of the city of Washington, praying compensation as head cooper of the Navy Yard at that place, for reasons stated in the memorial; which was read.

On motion by Mr. Roberts,

Resolved, That it be referred to a select committee, to consider and report thereon by bill or otherwise.

Ordered, That Mr. Roberts, Mr. Tait, and Mr. Macon, be the committee.

Mr. Taylor presented the petition of Walter Sims, of the city of Philadelphia, praying further time to file his release to the United States, of his title to land in the Mississippi Territory, to enable him to receive the indemnification to which he will thereby be entitled, as stated in the petition; which was read.

On motion by Mr. Taylor,

Resolved, That it be referred to a select committee, to consider and report thereon by bill or otherwise.

Ordered, That Mr. Taylor, Mr. Hunter, and Mr. Morrow, be the committee.

Mr. Roberts presented the memorial of John M'Kinney, and others, the president and directors of the Merchants' Bank of Alexandria, in behalf of themselves, and the stockholders thereof, praying an act of incorporation, for reasons stated in the memorial; which was read.

Mr. Ruggles presented the memorial of William Farris, sen. praying the renewal of his patent right to certain improvements in propelling vessels and land carriages, as stated in the memorial; which was read.

On motion by Mr. Ruggles,

Resolved, That it be referred to a select committee, to consider and report thereon by bill or otherwise.

Ordered, That Mr. Ruggles, Mr. Brown, and Mr. Dana, be the committee.
