cases where the loss of papers or deficiency of vouchers, or evidence, shall be proved to the satisfaction of the proper departments, to have arisen from death, capture, or the destruction of the enemy, or any other unavoidable casualty, as aforesaid: And provided also, That such proof be exhibited within two years from and after the passing of this act: And provided also, That the party's own oath shall not of itself be deemed sufficient proof of the loss of papers; but may be received, and shall in all cases be required in connexion with other proof or circumstances."
