The President communicated a report of the Post Master General, relative to the salaries of the clerks of that department for the which was read. year 1815; The President also communicated the petition of a number of the inhabitants of the county of Clermont, in the State of Ohio, praying the discontinuance of the carrying and opening of the mail on the Sabbath; and the petition was read. On motion by Mr. Varnum, Ordered, That it be referred to the committee to whom were referred, on the 22d December, the petitions of sundry inhabitants of Beaver county, in the State of Pennsylvania, on the same subject, to consider and report thereon by bill or otherwise. On motion by Mr. Varnum, Ordered, That the committee to whom was referred the petition of Sarah Jarvis, and others, be discharged from the further consideration thereof, and that it be referred to the Secretary for the Department of Treasury, to consider and report thereon to the Senate. Mr. Wilson presented the petition of Jacob Wrighter, of Trenton, in the State of New-Jersey, praying a pension in consideration of wounds received while in the service of the United States, during the late war, as stated in the petition; which was read. On motion by Mr. Wilson, Ordered, That it be referred to the committee to whom was referred, on the second instant, the petition of Robert White, to consider and report thereon by bill or otherwise. Mr. Horsey presented the petition of Charles King, and others, members of the congregation of Trinity church in Georgetown, praying authority to raise by lottery a sum sufficient to enlarge their church, for reasons stated in the petition; which was read. On motion by Mr. Horsey, Resolved, That it be referred to a select committee, to consider and report thereon by bill or otherwise. Ordered, That Mr. Horsey, Mr. Varnum, and Mr. Barbour, be the committee. The bill confirming to the Navigation Company of New-Orleans the use and possession of a lot in said city, having been reported by the committee correctly engrossed, was read a third time. Resolved, That this bill pass, and that the title thereof be," An Act confirming to the Navigation Company of New-Orleans the use and possession of a lot in the said city." Ordered, That the secretary request the concurrence of the House of Representatives in this bill. The bill authorizing the appointment of certain naval officers therein named, was read the second time and considered as in committee of the whole; and On motion by Mr. Tait, Ordered, That the further consideration thereof be postponed until Monday next. The bill to fix the compensations of the officers of the Senate therein mentioned, was read the second time and taken up as in committee of the whole; and On motion by Mr. Fromentin, Ordered, That the further consideration thereof he postponed until Monday next. The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An Act for the relief of Henry Fanning"; and Ordered, That it pass to a third reading. The Senate resumed, as in committee of the whole, the consideration of the bill entitled "An Act to enlarge the time for ascertaing the annual transfers and changes of property subject to the direct tax, and for other purposes;" and Ordered, That it pass to a third reading. Wolf, of Bristol, in the State of Rhode-Island, praying the patronage of Congress to the cotton manufactures of the United States, for reasons stated in the petition; which was read. On motion by Mr. Howell, Ordered, That it be referred to the committee on manufactures, to consider and report thereon by bill or otherwise. Mr. Goldsborough presented the petition of Isaac Burneston, and others, a committee appointed by the cotton manufacturers in the city of Baltimore, praying the patronage and guardianship of Congress, as stated in the petition; which was read. On motion by Mr. Goldsborough, Ordered, That it be referred to the committee last mentioned, to consider and report thereon by bill or otherwise. On motion by Mr. Horsey, Ordered, That eight hundred copies of the following papers, relative to public roads and canals, be printed for the use of both houses of Congress, viz: A resolution of the Senate of the 2d March, 1807. Mr. Barbour presented the memorial of the levy court of the county of Washington, in the District of Columbia, praying the establishment of a penitentiary, for reasons stated in the memorial; which was read. Mr. Williams, presented the petition of William Lawrence, lieutenant colonel in the army of the United States, in behalf of himself and the officers. and non-commissioned officers, and privates, composing the garrison of fort Bowyer, in the summer. of the year 1814, praying payment for certain vessels and cargoes, captured and destroyed, belonging to the enemy of the United States, as stated in the petition; which was read.
