The journal of yesterday was read and approved.

Leave of absence was granted to Mr. Saxe until Monday.

Mr. Burr introduced a bill entitled "An act to amend the Liquor Tax Law, relating to the places in which traffic in liquor shall not be permitted" (Int. No. 303), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on taxation and retrenchment.

Also, a bill entitled "An act to authorize the board of estimate and apportionment of the city of New York, in its discretion, to examine, audit, and allow the claims of James T. Ellett and Frank Miller, for compensation for services rendered as secretary and watchman, respectively, to the Richmond county park commissioners" (Int. No. 304), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Gardner introduced a bill entitled "An act to amend the Greater New York charter, being chapter 378 of the Laws of 1897, as amended by chapter 466 of the Laws of 1901, relative to opening streets and parks" (Int. No. 305), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on affairs of cities.

Mr. Foley introduced a bill entitled "An act to amend the Code of Civil Procedure with respect to the city court of the city of New York" (Int. No. 306), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on codes.

Mr. McEwan introduced a bill entitled "An act to amend chapter 431 of the Laws of 1849, entitled 'An act to incorporate the Albany Hospital"" (Int. No. 307), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. McEwan, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on the judiciary, retaining its place on the order of third reading.

Also, a bill entitled "An act to consolidate the consolidated corporation now existing under the name of the Mohawk and Hudson River Humane Society with the corporations known as the Saratoga County Society for the Prevention of Cruelty to Animals and the Columbia County Society for the Prevention of Cruelty to Animals, and to define the powers and duties of the corporation as so consolidated" (Int. No. 308), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Barnes introduced a bill entitled "An act to amend chapter 461 of the Laws of 1885, entitled 'An act regulating newspaper advertisements chargeable to the county of Rensselaer,' in relation to advertising in newspapers" (Int. No. 309), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Barnes, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on internal affairs of towns and counties, retaining its place on the order of third reading.

Mr. Prime introduced a bill entitled "An act to authorize the Comptroller of the State to hear and determine the application of John Brown for cancellation of the tax sale made by the Comptroller in 1895 of lot 25, Small's patent, town of Moriah, county of Essex" (Int. No. 310), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Prime, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on finance, retaining its place on the order of third reading.

Mr. Coggeshall introduced a bill entitled "An act to amend section 3 of chapter 314 of the Laws of 1874, entitled 'An act to

establish a board of police and fire commissioners of the city of Utica,' in relation to salary of clerk" (Int. No. 311), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Coggeshall, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on affairs of cities, retaining its place on the order of third reading.

Mr. Cobb introduced a bill entitled "An act to provide for free tuition of nonresident pupils in schools maintaining an academic department and making an appropriation therefor" (Int. No. 312), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Tully introduced a bill entitled "An act to amend section 16 of chapter 112 of the Laws of 1896, entitled 'An act in relation to the traffic in liquors, and for the taxation and regulation of the same, and to provide for local option, constituting chapter 29 of the general laws'" (Int. No. 313), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on taxation and retrenchment.

Mr. Stevens introduced a bill entitled "An act to amend the Domestic Relations Law, relating to marriage of epileptics, imbeciles and feeble-minded persons" (Int. No. 314), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Also, a bill entitled “An act to amend the Penal Code, relating to marriage with insane, epileptics, imbecile or feeble-minded persons" (Int. No. 315), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on codes.

Also, a bill entitled "An act to provide for the appointment of a commission to prepare a complete register of the blind in the State of New York, and to investigate their condition and to

report on the expediency of the establishment by the State of industrial training schools or other institutions, and making an appropriation for the expenses of such commission" (Int. No. 316), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Goodsell introduced a bill entitled "An act to authorize the building of a dike or dikes for the protection of property adjacent to the Delaware river in the village of Port Jervis, and making an appropriation therefor" (Int. No. 317), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Allds introduced a bill entitled "An act to amend the Highway Law, in relation to State aid in towns under the money system" (Int. No. 318), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns and counties.

Also, a bill entitled "An act to amend chapter 115 of the Laws of 1898, entitled 'An act to provide for the improvement of the public highways,' in relation to the cost of construction" (Int. No. 319), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns and counties.

Also, a bill entitled "An act to amend the Highway Law, in relation to the undertaking for costs and expenses on an application for laying out or discontinuing a highway" (Int. No. 320), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on internal affairs of towns and counties.

Also, a bill entitled "An act to amend the Consolidated School Law, in relation to qualifications of voters at meetings in common school districts" (Int. No. 321), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public education.

Also, a bill entitled "An act to authorize and direct the Comp

troller to receive, admit and credit to the county treasurer of the county of Sullivan arrears of taxes upon lands of nonresidents, in said county, for the years 1902 and 1903" (Int. No. 322), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Goodsell introduced a bill entitled "An act to amend the Forest, Fish and Game Law, in relation to the close season for game in Orange county" (Int. No. 323), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on forest, fish and game laws.

Also, a bill entitled "An act to provide for the construction of a fireproof museum building on the grounds of Washington's Headquarters, at Newburgh, N. Y., and making an appropriation therefor" (Int. No. 324), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Brown introduced a bill entitled "An act to confer jurisdiction upon the Court of Claims to hear, audit and determine the alleged claim of James E. Shelland against the State of New York, for money alleged to have been expended and for services rendered as an officer in the Thirty-ninth Regiment of the New York State Militia in the years 1861 and 1862" (Int. No. 325), which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Wilcox introduced a bill entitled "An act to make the office of sheriff of Cayuga county a salaried office, and regulating the management of said office" (Int. No. 326), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Wilcox, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on internal affairs of towns and counties, retaining its place on the order of third reading.
