Simultaneously with the election held for members of Congress, a vote was taken on the proposition to amend the third article of the Constitution of Virginia, which prohibits any person from holding office under said Constitution who has "held office under the socalled Confederate Government, or under any rebellious State Government, or who has been a member of the so-called Confederate Congress or a member of any State Legislature in rebellion against the authority of the United States, excepting therefrom county officers." From the official returns, and reports from fourteen other counties, it appears that only 1,772 votes were polled in opposition to the proposed amendment, viz.
