reported a bill (S. 485) making appropriations for light-houses, light-boats, buoys, &c., and providing for the erection and establishment of the same, and for other purposes; which was read the first and second times by unanimous consent, and considered as in Committee of the Whole, and no amendment being made, it was reported to the Senate.

Ordered, That it be engrossed and read a third time.
The bill was read a third time by unanimous consent.
Resolved, That it pass and that the title be as aforesaid.

Ordered, That the Secretary request the concurrence of the House of Representatives in said bill.

On motion by Mr. Walker, the Senate proceeded to consider the resolution submitted by Mr. Hamlin the 24th January, relative to the appointment of additional messengers to the Senate; and,

On motion by Mr. Pearce, the resolution was amended and agreed to as follows:

Resolved, That the sergeant-at-arms of the Senate be, and hereby is, authorized to employ two messengers, in addition to those now authorized by the Senate; and that they receive the same daily pay as other messengers in the service of the Senate.

On motion by Mr. Atherton, the Senate proceeded to consider the resolution submitted the 20th instant, to rescind the resolution setting apart Thursdays for the consideration of private bills, and agreed thereto.

A message from the House of Representatives by Mr. Campbell, their Clerk:

Mr. President: The House of Representatives have passed the joint resolution of the Senate (S. 59) to authorize the Secretary of the Treasury to make an equitable settlement with the sureties of Robert T. Lytle, late survey or general of the district of Ohio.

They have passed the following bills and joint resolution:

H. R. 594. An act supplementary to an act entitled "An act to encourage the introduction and promote the cultivation of tropical plants," approved 7th July, 1838.

H. R. 799. An act for the benefit of Peter M. Grant;

H. R. 58. Joint resolution authorizing the Secretary of the Senate and Clerk of the House of Representatives to subscribe for certain debates and proceedings of Congress; in which bills and joint resolution they request the concurrence of the Senate.

The Speaker of the House of Representatives having signed four enrolled bills (S. 295, H. R. 184, 574, 635) and a joint resolution, (S. 59,) I am directed to bring them to the Senate for the signature of their President.

The Vice President signed the enrolled bills (S. 295, H. R. 184, 574, 635) and the joint resolution (S. 59) last reported to have been examined; and they were delivered to the committee to be presented to the President of the United States.

The Senate proceeded to consider the additional joint rule proposed by the House of Representatives in relation to private bills; and,

Ordered, That it lie on the table,

Mr. Johnson, of Louisiana, from the Committee on Pensions, to whom was referred the bill (H. R. 555) for the relief of Henry Childs, also the bill (H. R. 628) for the relief of Mary Ann Pollard, reported the same without amendment, and that they ought not to pass.

Mr. Johnson, of Louisiana, from the Committee on Pensions, to whom was referred the bi!l (H. R. 611) for the relief of Joseph Dana, reported it with an amendment; which was read.

The bill (H. R. 685) to establish the territorial government of upper California, was read the first and second times by unanimous

consent:

The bill (H. R. 795) for the relief of Solomon Davis was read the first and second times by unanimous consent, and considered as in Committee of the Whole; and no amendment being made, it was reported to the Senate:

The bill (H. R. 797) in relation to the Fox and Wisconsin river reservation, in the State of Wisconsin, was read the first and second times by unanimous consent:

The Senate proceeded to consider, as in Committee of the Whole, the joint resolution (H. R. 51) for the relief of pursers in the navy as to expenditures made in pursuance of orders during the war with Mexico, and having been amended, it was reported to the Senate; and the amendment was concurred in.

Ordered, That the amendments be engrossed and the resolution read a third time.

The resolution was read a third time, and the title was amended. Resolved, That this resolution pass with an amendment.

The Senate proceeded to consider the amendment of the House of Representatives to the bill (S. 413) declaratory of the act for the admission of the State of Iowa into the Union; and the amendment was concurred in.

H. R. 804. An act concerning the selection of jurors in certain courts of the United States;

H. R. 805. An act to authorize the judge of the courts of the United States, of the fifth circuit, to hold the circuit court for the district of Kentucky; in which they request the concurrence of the Senate.

They have passed the bill from the Senate (393) to provide for an increase of the medical staff, and for an additional number of chaplains, of the army of the United States, with an amendment; in which they request the concurrence of the Senate.

On motion by Mr. Breese, the bill (S. 277) for the relief of William L. Wizent was read a second time, and considered as in Committee of the Whole; and no amendment being made, it was reported to the Senate.

S. 295. An act to allow subsistence to certain Arkansas and other volunteers who have been prisoners of war in Mexico.

S. 59. A resolution to authorize the Secretary of the Treasury to make an equitable settlement with the sureties of Robert T. Lytle, late surveyor general of the district of Ohio.

The Senate resumed the consideration of the bill (H. R. 692) making appropriations for the civil and diplomatic expenses of

government, for the year ending the 30th of June, 1850, and for other purposes; and,

On the question to concur in the following amendment, proposed by Mr. Pearce, and agreed to as in Committee of the Whole:

"SEC. And be it further enacted, That the sum of twenty thousand dollars be, and the same is hereby, appropriated, to be paid out of any money in the treasury not otherwise appropriated, to enable the Secretary of State to purchase the remaining manuscript books and papers of General George Washington, the said books and papers to be deposited and preserved in the Department of State; and that a like sum be appropriated for the purchase of the manuscript books and papers of the late James Monroe, to be deposited in like manner in the Department of State." A division of the question was called for; and

On the question to concur in the first clause thereof, providing for the purchase of the books and papers of George Washington. Yeas..... Nays...
