A message from the House of Representatives by Mr. Campbell, their Clerk:

Mr. President: The House of Representatives agree to the first, and disagree to the second amendment of the Senate to the resolution (S. R. 55) authorizing the distribution of the American Archives, under the direction of the joint Committee on the Library, to literary institutions in the several States and territories.

They have passed the bill from the Senate (S. 299) to establish the collection district of Brasos de Santiago, in the State of Texas, with amendments; in which they request the concurrence of the Senate.

They recede from their 9th amendment, disagreed to by the Senate, to the bill (S. 152) to establish the territorial government of Minnesota.

They concur in the resolution passed by the Senate to suspend the 17th joint rule until the end of the present session.

They agree to the conference asked by the Senate on the disagreeing votes of the two Houses on the bill (H. R. 699) making appropriations for the naval service for the year ending the 30th of June, 1850; and have appointed Mr. Hudson, Mr. McKay, and Mr. White the committee of conference on their part.

They concur in the second amendment of the Senate to the bill (H. R. 291) requiring all moneys receivable from customs and from all other sources to be paid immediately into the treasury, without abatement or deduction, and for other purposes, with an amendment; and agree to the residue of the amendments of the Senate to the said bill.

The Senate proceeded to consider the amendments of the House of Representatives to the bill (S. 299) to establish the collection district of Brazos de Santiago, in the State of Texas; and

Resolved, That they concur therein.

Ordered, That the. Secretary notify the House of Representatives thereof.

Mr. Hunter, from the Committee on Finance, to whom was referred the bill (H. R. 764) to establish the home department, and to provide for the Treasury Department an assistant Secretary of

the Treasury and a commissioner of the customs, reported it with amendments.

The Senate proceeded to consider their amendment, disagreed to by the House of Representatives to the bill (H. R. 686) making appropriations for certain fortifications of the United States for the year ending the 30th of June, 1850; and,

Resolved, That the Senate recede therefrom.

Ordered, That the Secretary notify the House of Representatives accordingly.

R. 291) requiring all moneys receivable from customs and from all other sources to be paid immediately into the Treasury, without abatement or deduction, and for other purposes; and Resolved, That they concur therein.

Mr. President: The House of Representatives concur in the amendments of the Senate to the bill (H. R. 746) to authorize the coinage of twenty dollar and one dollar gold pieces at the mint of the United States, and for other purposes.

They disagree to the report of the committee of conference on the bill (S. 251) for the relief of the personal representative of William A. Slacum, and adhere to their amendment to the said bill.

They have passed a resolution to suspend the 16th joint rule, for the present session, so far as relates to certain bills therein mentioned; in which they request the concurrence of the Senate.
