The Speaker of the House of Representatives having signed seven bills and one resolution, I am directed to bring them to the Senate. for the signature of their President.

Mr. Dodge, of Iowa, reported from the committee that they had examined and found duly enrolled the following bills and resolution: S. 198. An act for the relief of Henry D. Garrison.

On motion by Mr. Johnson, of Georgia,

Ordered, That leave be given to withdraw the papers relating to the claim of Georgia for the services of militia.

Mr. Atherton, from the committee of conference on the part of the Senate on the disagreeing votes of the two Houses on the bill (H. R. 692) making appropriations for the civil and diplomatic expenses of government, for the year ending June 30, 1850, and for other purposes, reported:

"That they have met the committee of conference on the part of the House of Representatives, and, after full and free conference, they could come to no agreement."

Mr. Atherton, from the committee of conference on the part of the Senate on the disagreeing votes of the two Houses on the bill (H. R. 691) making appropriations for the current and contingent expenses of the Indian department, and for fulfilling treaty stipulations with the various Indian tribes, for the year ending June 30, 1850, reported

"That they have met the conferees on the part of the House of Representatives, and after full and free conference, the two committees could come to no agreement."

The Senate proceeded to consider their amendments, amended and disagreed to by the House of Representatives, to the bill (H. R. 691) making appropriations for the current and contingent expenses of the Indian department, and for fulfilling treaty stipulations with the various Indian tribes, for the year ending June 30, 1850; and,

Resolved, That they concur in the amendment of the House of Representatives to the 9th amendment of the Senate; and that the Senate disagree to the amendment of the House to the 10th amendment of the Senate, and recede from their said 10th amendment. Ordered, That the Secretary notify the House of Representatives accordingly.

The Senate proceeded to consider the resolution of the House of Representatives to suspend the 16th joint rule so far as relates to bills numbered 396, 739, 487, 737, 741, 738, and to resolution numbered 62; and,

Resolved, That they concur therein.

Ordered, That the Secretary notify the House of Representatives thereof.

Mr. President: The House of Representatives have passed bills of the following titles:

H. R. 487. Act to settle the title to certain tracts of land in the State of Arkansas;

H. R. 737. Act for recording the conveyance of vessels, and for

other purposes;

H. R. 738. Act to extend the provisions of all laws now in force relating to the carriage of passengers in merchant vessels, and the regulation thereof;

H. R. 739. An act to abolish imprisonment for debt in certain

cases;

H. R. 741. An act to reduce the minimum price of the mineral lands in the Lake Superior district, in Michigan, and in the Chippewa district, in Wisconsin;

The bill (H. R. 779) for the relief of James Norris was read the first and second times by unanimous consent, and considered as in Committee of the Whole; and having been amended, it was reported to the Senate, and the amendment was concurred in.

Ordered, That the amendment be engrossed and the bill read a third time.

The said bill was read a third time; and the title thereof was amended, by adding thereto "and for other purposes."

Resolved, That this bill pass with amendments.

Ordered, That the Secretary request the concurrence of the House of Representatives in the amendments.

The bill (H. R. 737) for recording the conveyance of vessels, and for other purposes, was read the first and second times by unani. mous consent, and considered as in Committee of the Whole; and,

Mr. Fitzgerald presented the credentials of the honorable Lewis Cass, chosen a Senator by the Senate and House of Representatives of the State of Michigan to fill the vacancy occasioned by his own resignation; which was read, and the oath prescribed by law was administered to him, and he took his seat in the Senate.

Mr. Hannegan, from the Committee on Foreign Relations, to whom were referred the amendments of the House of Representa

tives to the bill (S. 313) to carry into effect certain stipulations of the treaty between the United States of America and the republic of Mexico, of the 2d day of February, 1848, reported thereon. The Senate proceeded to consider the amendments of the House of Representatives to the bill last mentioned; and

Resolved, That they concur therein.

Ordered, That the Secretary notify the House of Representatives accordingly.
