amendment, the bill of the Senate (S. 145) for the relief of Edwin A. Clifford; and

It has agreed to the amendment of the Senate to the bill of the House (H. R. 3551) to amend section four thousand seven hundred and seventyeight of the Revised Statutes.

The House of Representatives has passed the following bills and joint resolutions, in which it requests the concurrence of the Senate:

H. R. 77. Joint resolution authorizing First Lieutenant Henry Metcalfe, of the Ordnance Department, United States Army, to accept a decoration from the Sultan of Turkey.

The Speaker of the House of Representatives having signed two enrolled bills (H. R. 3072 and H. R. 3551), I am directed to bring them to the Senate for the signature of its President.

Mr. Conover reported from the committee that they had examined and found duly enrolled the following bills:

H. R. 3072. An act to authorize a special term of the circuit court of the United States for the southern district of Mississippi to be held at Scranton, in Jackson County.

H. R. 3551. An act to amend section four thousand seven hundred and seventy-eight of the Revised Statutes.

The Vice-President signed the two enrolled bills (H. R. 3072 and H. R. 3551) last reported to have been examined, and they were delivered to the committee to be presented to the President of the United States. The bills and joint resolutions this day received from the House of Representatives for concurrence were severally read the first and second times, by unanimous consent.

On motion by Mr. Whyte,

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 814) to refer the record of the proceedings of the naval court of inquiry as evidence in the case of the collision of the schooner Flight

with the United States steamer Tallapoosa before the Court of Claims; and having been amended on the motion of Mr. Conkling, the bill was reported to the Senate and the amendment was concurred in.

Ordered, That the bill be engrossed and read a third time.

The said bill was read the third time.

Resolved, That it pass, and that the title thereof be as aforesaid. Ordered, That the Secretary request the concurrence of the House of Representatives therein.

On motion by Mr. Hereford,

The Senate proceeded to consider, as in Committee of the Whole, the bill (H. R. 2860) changing the times for holding terms of the district court of West Virginia; and no amendment being made, it was reported to the Senate.

Ordered, That it pass to a third reading.

The said bill was read the third time.

On motion by Mr. Davis, of Illinois,

The Senate proceeded to consider, as in Committee of the Whole, the bill (S. 58) to prevent abuses in respect of the mileage of district attorneys of the United States; and the amendment reported by the Committee on the Judiciary having been agreed to, the bill was reported to the Senate and the amendment was concurred in.

Ordered, That the bill be engrossed and read a third time.

The said bill was read the third time.

Resolved, That it pass, and that the title thereof be as aforesaid. Ordered, That the Secretary request the concurrence of the House of Representatives therein.

On motion by Mr. McMillan,

The Senate proceeded to consider, as in Committee of the Whole, the bill (H. R. 1487) making appropriations for the payment of claims, reported to Congress under section 2 of the act approved June 16, 1876, by the Secretary of the Treasury; and the amendments reported by the Committee on Claims having been agreed to, the bill was reported to the Senate and the amendments were concurred in.

Ordered, That the amendments be engrossed and the bill read a third time.

The said bill as amended was read he third time.

On motion by Mr. Cockrell,

The Senate proceeded to consider, as in Committee of the Whole, the bill (H. R. 1074) to authorize the construction of a bridge across the Missouri River at or near Glasgow, Missouri; and no amendment being made, it was reported to the Senate.

ment reported by the Committee on Commerce having been agreed to, the bill was reported to the Senate and the amendment was concurred in, Ordered, That the bill be engrossed and read a third time.

The Vice-President laid before the Senate a memorial of the legisla lature of Wisconsin, in favor of an extension of time for the completion of the Northern Pacific Railroad; which was referred to the Committee on Railroads.

The Vice-President laid before the Senate a memorial of the legisla ture of Wisconsin, in favor of an appropriation for the completion of the breakwater at the entrance to the harbor of refuge in Sturgeon Bay, Wisconsin; which was referred to the Committee on Commerce.

The Vice-President laid before the Senate a memorial of the legisla ture of Wisconsin, in favor of the establishment of a mail-route from White Hall to Eau Claire, in that State; which was referred to the Committee on Post-Offices and Post-Roads.

Mr. McMillan presented a resolution of the legislature of Mindesota, in favor of an appropriation to test the practicability and value of an invention for the enlarging of channels of rivers and freeing the same of obstructions; which was referred to the Committee on Appropriations. Mr. Ferry presented a resolution of the National Greenback Club of Michigan, in favor of the repeal of the law providing for the resumption of specie payments; which was referred to the Committee on Finance. Mr. Gordon presented the petition of Thomas G. W. Crusselle, of Atlanta, Georgia, praying compensation for property alleged to have been seized and appropriated by United States military authorities during the late civil war; which was referred to the Committee on Claims.

Mr. Cameron, of Pennsylvania, presented a memorial of Commander William Gibson, United States Navy, retired-list, praying to be reinstated to the active-list of the Navy; which was referred to the Committee on Naval Affairs.

Mr. Conkling presented a memorial of citizens of the United States, remonstrating against the passage of a law imposing a tax on incomes: which was referred to the Committee on Finance.

Mr. Jones, of Florida, presented a petition of citizens of Apalachicola, Florida, praying an appropriation for the improvement of the Apalachi cola River; which was referred to the Committee on Commerce.

Mr. McDonald presented a petition of the Salem Temperance Union of Lotus, Indiana, praying the appointment of a commission to inves tigate the traffic in intoxicating liquors.

Ordered, That it lie on the table.

Mr. Thurman presented a memorial of citizens of Ohio, remonstrating against any reduction in the rates of duty on imported wools and woolen goods; which was referred to the Committee on Finance.

Mr. Conkling presented a petition of citizens of New York, praying the passage of a law for the equalization of bounties; which was referred to the Committee on Military Affairs.

Mr. Booth presented a resolution of the legislature of California, in favor of such a modification of existing treaties between the United States and China as will prohibit the further immigration of Chinese into this country; which was referred to the Committee on Foreign Relations.

Mr. Kirkwood presented a petition of citizens of Iowa, praying the passage of a law restoring certain lands in that State, heretofore granted to the Mississippi and Missouri Railroad Company, to homestead entry and settlement; which was referred to the Committee on Public Lands. Memorials, remonstrating against the proposed transfer of the LifeSaving Service from the Treasury Department to the Navy Department, were presented as follows:

Mr. Cameron, of Wisconsin, presented resolutions of the State Agricultural and Horticultural Societies of Wisconsin, on the subject of forestry and tree-planting; which were referred to the Committee on Agriculture.

Mr. Cameron, of Wisconsin, presented a memorial of a committee appointed by the American Nurserymen's Association, praying an ap propriation for the purpose of sending a commission to the European countries to observe and report upon the subject of forestry in all its bearings; which was referred to the Committee on Agriculture.

Mr. Booth presented a petition of citizens of California, praying the appointment of a commission to determine the titles to certain private laud-claims in the Territory of Arizona, pursuant to the stipulations of the Gadsden and Guadaloupe Hidalgo treaties; which was referred to the Committee on Private Land-Claims.

Mr. Booth presented papers in relation to the application of José Apis and Pablo Apis, for the adjudication of titles to lands claimed by them, in California; which were referred to the Committee on Private Land Claims.

Mr. Beck presented the petition of William M. Ammerman, of Kentacky, praying compensation for property alleged to have been seized and appropriated by United States military authorities during the late eivil war; which was referred to the Committee on Claims.
