Mr. STEIGER. Mr. Speaker, I offer a motion to recommit.
The SPEAKER. Is the gentleman opposed to the bill?

The SPEAKER. The Clerk will report the motion to recommit.

Mr. ROUSSELOT. Mr. Speaker, I object to the vote on the ground that a quorum is not present and make the point of order that a quorum is not present.

The SPEAKER. Evidently a quorum is not present.
