The subcommittee met at 2:45 p.m. at Rainy River Community College, Hon. David Durenberger (chairman of the subcommittee) presiding.

Present: Senator Durenberger and Congressman Oberstar.

OPENING STATEMENT OF SENATOR DURENBERGER

Senator DURENBERGER. The hearing will come to order. In the old days we would start these with the cartoons first and then the serious film. Today we are not going to do that. We are going to go right to our business.

Let me start by welcoming all of our witnesses and all of our friends and people that live in the area and have a concern for this particular-the subject matter of this hearing of the Intergovernmental Relations Subcommittee of the Senate Governmental Affairs Committee. I just want to thank everyone for coming, and I look forward to the testimony of all of the witnesses.

The purpose of the hearing is to take testimony on the establishment or the potential establishment of a Boundary Waters International Commission as a vehicle to restore predictable and sane management of our valuable and historic border resources.

Last Saturday I returned to the United States from 2 weeks in Sweden, Switzerland, West Germany, and Poland, where I got an earful and an eyeful about the needs for international cooperation. In this case, it was atmospheric pollutants like acid rain, which has already killed lakes and trees throughout Western Europe and is threatening not only the ecology, but the survival of many communities in that part of Europe. Some European countries have taken steps to reduce acid rain; others only minor actions; and some none at all, just choosing to ignore the problem.

Over and over again from experts I heard pleas for a coordinated international commitment to solving these problems. In this sense, man-made boundaries are totally irrelevant. One nation acting alone can never do enough. Two nations acting in a conflicting or a hostile way achieve nothing.

We are not here today to discuss acid rain, though we must continue to do so in other forums, but the principle is much the same.
