PROFITS OF PUBLICATIONS.

SEC. 1200 1100. That on and after thirty days after the enactment of this Act the rate of postage on all mail matter

of the first class, except postal cards and private mailing

or post cards, shall ten days after the passage of this 9 Aet be, in addition to the existing rate, 1 cent for 10 each ounce or fraction thereof: Provided, That the rate

of postage on drop letters of the first class shall be 12 2-cents an ounce or fraction thereof. Postal cards, and 13 private-mailing or post cards when complying with the re 14 quirements of existing law, shall be transmitted through the mails at 1 cent each in addition to the existing rate the

same as under existing law: And provided further, That 17 letters written and mailed by soldiers and sailors assigned to 18 duty in a foreign country engaged in the present war may be 19 mailed free of postage, subject to such rules and regulations as 20 may be prescribed by the Postmaster General.

See. 1201. That on and after July first, nineteen-hun22 dred and seventeen, the zone system applicable to parcel 23 post shall apply to mail matter of the second-class, and (a) 24 from-that-date until November first, nineteen hundred and 25 seventeen, the rate of postage shall be as follows, except as

hereinafter provided: 11-cents a pound or fraction thereof 2 when for delivery within the first zone, 1} cents a pound or 3 fraction thereof when for delivery within the second or third 4 zone, 13-cents a pound or fraction thereof when for delivery 5 within the fourth or fifth zones, 2 cents a pound or fraction 6 thereof when for delivery within the sixth zone, 23-cents a 7 pound or fraction thereof when for delivery within the seventh 8 zone, and 23-cents a pound or fraction thereof when for deliv9 ery within the eighth zone, and (b) from November first, nine10 teen hundred and seventeen, until March first, nineteen hun11 dred and eighteen, the rate of postage shall be as follows, 12 except as hereinafter provided: 13 cents a pound or fraction 13 thereof when for delivery within the first zone, 13-cents a 14 pound or fraction thereof when for delivery within the second 15 or third zone, 21-cents a pound or fraction thereof when for 16 delivery within the fourth or fifth zone, 3 cents a pound or 17 fraction thereof when for delivery within the sixth zone, 18 33 cents a pound or fraction thereof when for delivery within 19 the seventh zone, and 43-cents a pound or fraction thereof 20 when for delivery within the eighth zone, and (e) after March 21 first, nineteen hundred and eighteen, the rate of postage 22 shall be as follows, except--as hereinafter provided: 1-cents a pound or fraction thereof when for delivery within the 24 first zone, 2 cents a pound or fraction thereof when for delivery 3777°-S. 1 within the second or third zone, 3-cents a pound or fraction 2 thereof-when-for-delivery within the fourth or fifth-zone, 3 4-cents a pound-or fraction thereof when for delivery within 4 the sixth zone, 5 cents a pound or fraction thereof when for 5 delivery-within-the--seventh zone, and 6-cents-a-pound or 6 fraction thereof when for delivery within the eighth-zone. SEC. 1101. That on and after thirty days after the enactment of this Act the rate of postage on all mail matter of 9 the second class shall be, in addition to the existing rate, one10 fourth of a cent per pound or fraction thereof.

SEC. 1202 1102. That the rate of postage on daily news12 papers, when the same are deposited in a letter-carrier office 13 for delivery by its carriers, shall be the same as now provided 14 by law; and nothing in this title shall affect existing law as 15 to free circulation and existing rates on second-class mail 16 matter within the county of publication: Provided, That the 17 Postmaster General may hereafter require publishers to sepa18 rate or make up to zones in such a manner as he may direet 19 all-mail-matter of the second class when offered for mailing. 20 Sec. 1293. That in the ease of newspapers and periodicals 21 entitled to be entered as second class matter and maintained 22 by and in the interest of religious, educational, scientific, phil23 anthropie, agricultural, labor, or fraternal organizations or 24 associations, not-organized for profit and none of the net 25 income of which inures to the benefit of any private stock

1 holder or individual, the second class postage rates shall be, 2 irrespective of the zone in which delivered (except when the 3 same are deposited in a letter carrier office for delivery by its 4 earriers, in which-ease the rates shall be the same as now pro5 vided by law), 11-cents a pound or fraction thereof from July 6 first, nineteen-hundred-and-seventeen, until March-first, 7 nineteen hundred and eighteen, and thereafter 11-cents-a 8 pound or fraction thereof. The publishers of such newspapers 9 and periodicals before being entitled to the foregoing rates 10 shall furnish to the Postmaster General, at such times and 11 under such conditions as he may preseribe, satisfactory evi 12 denee that none of the net income of such organization inures 13 to the benefit of any private stockholder or individual.

SEO. 1204. That where the total weight-of-any-one edition-or-issue of any publication-mailed-to-any-one zone does not exceed one pound, the rate of postage shall be 1 cent 17 for each eight ounces or fraction thereof.

SEC. 1205. The rates provided by this title shall relate 19 to the entire bulk mailed to any one zone and not to indi

20 vidually addressed packages.

SEC. 1206 1103. That where a newspaper or periodical

22 is mailed by other than the publisher or his agent or a news

23 agent or dealer, the rate shall be the same as now provided 24 by law.

SEC. 1207 1104. That the Postmaster General, on or

2 before the tenth day of each month, shall pay into the general 3 fund of the Treasury an amount equal to the difference between 4 the estimated amount received during the preceding month 5 for the transportation of first and second class matter through the mails and the estimated amount which would have been 7 received under the provisions of the law in force at the time 8 of the passage enactment of this Act.

SEC. 1208 1105. That the salaries of postmasters at

10 offices of the first, second, and third classes shall not be in11 creased after July first, nineteen hundred and 12 seventeen, during the existence of the present war. The 13 compensation of postmasters at offices of the fourth class shall 14 continue to be computed on the basis of the present rates of 15 postage, unless compensation be less than that received 16 during the fiscal year ending June thirtieth, nineteen hundred 17 and seventeen, in which case such compensation shall be 18 computed upon the basis of the rates of postage provided 19 for in this Act, but in no case shall the compensation so 20 computed be greater than that received during such fiscal 21 year.

SEC. 1106. That in addition to the taxes under existing 23 law and under this Act there shall be levied, assessed, collected, 24 and paid, for the calendar year nineteen hundred and seven25 teen and each calendar year thereafter, upon the net income
