CHAPTER 51

AN ACT making appropriations for the support of government

(LEGISLATURE AND JUDICIARY BUDGET)

Became a law April 5, 1985, with the approval of the Governor. Passed on message of necessity pursuant to Article III, section 14 of the Constitution by a majority vote, three-fifths being present.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

Section 1. The several amounts named in this section or so much thereof as shall be sufficient to accomplish the purposes designated the appropriations, are hereby appropriated and authorized to be paid as hereinafter provided, to the respective public officers and for the fiscal year beginning on the first day of April, nineteen hundred eighty-five.

For other expenses of maintenance and operation, including liabilities incurred prior to April 1, 1985 (including materials, office supplies, equipment, furniture, furnishings, contingencies, printing, the purchase of or exchange of automobiles, purchasing of books and travel expenses) notwithstanding and unrestricted by the provisions of any general or special law ..

Members,

61, payment of salaries pursuant to section five of the legislative law, (April 1, 1985 to March 31, 1986).

For payment of allowances to members designated by the
temporary president for particular and additional ser-
vices as an officer of the house or in any other special
capacity therein or directly connected therewith, pur-
suant to
the schedule of such allowances set forth in
section five-a of the legislative law.
For personal service of employees and for temporary and
expert services of legislative and program operations ..
For personal service of employees and for temporary and
expert services of standing committees including travel,
printing and other expenses of such committees

For personal service of employees and for temporary and
expert services for administrative support operations ..
For services and expenses of employees and for temporary
and expert services in connection with special studies

MAINTENANCE AND OPERATION

For payment to members elected in any general election or special election of actual and necessary transportation expenses, and a per diem allowance of seventy-five dollars while in travel status in the performance of his or her duties within the state other than in a county having a population in excess of seven hundred thousand or in a city having a population in excess of one million, and per diem allowance of one hundred dollars while in travel status in the performance of his or her duties outside the state or within the state in a county having a population in excess of seven hundred thousand or in a city having a population in excess of one million, notwithstanding and unrestricted by the provisions of any general or special law. Such payments including partial per diem allowances shall be made pursuant to regulations promulgated by the temporary president the senate, on audit end warrant of the comptroller on vouchers approved by the temporary president of the senate (including liabilities incurred prior to April 1, 1985) .....

sion for district offices for members, acquisition and operation of electronic data processing and telecommunications equipment, rentals and leases, materials, supplies and equipment, repairs, furniture and furnishings, printing, travel expenses of officers and employees and the purchase or exchange of automobiles, personal service and salary adjustments for the officers and employees, fixed charges, engineering and architectural services, alterations, restoration, rehabilitation and repairs or any incidental work to the rooms and facilities of the senate in the state capitol building and legislative office building, and for which the senate may accept gifts and grants from the federal government and from public or private organizations and individuals for the purposes specified herein and hold and administer them in accordance with the terms thereof, notwithstanding and unrestricted by the provisions of any general or special law ... For services and expenses of maintenance and operation of the following senate select and special committees, the temporary president may certify (including liabilities incurred prior to April 1, 1985) including provision for rentals and leases, materials, supplies and equipment, telephone, telegraph and postage, repairs, furniture and furnishings, printing, electronic data processing, travel expenses of officers and employees, personal service and salary adjustments for officers and employees and such other reasonable expenses as may be necessary for such committees' or task force's performance of their responsibilities

For special studies and maintenance and operation of
standing committees (including liabilities incurred
prior to April 1, 1985) including travel expense of of-
ficers, members and employees, communication, purchase
or exchange of automobiles on the order of the speaker
of the assembly, fixed charges and contributions,
materials, supplies and equipment, furniture and fur-
nishings, engineering and architectural services, alter-
ations and repairs, personal service, temporary and spe-
cial services, expenditures in support
of commissions,
councils and task forces, and for expenses incurred in
the installation, development, maintenance and operation
of an electronic voting system within and about the
chambers of the assembly, personal service as certified
by the speaker of the assembly, and incidental work to
the rooms of the assembly, on the first, third, fourth
and fifth floors of the state capitol and in the
legislative office building including corridors, eleva-
tors, lobbies and toilets notwithstanding the provisions
of the public buildings law or any other general or spe-
cial statute to the contrary, including provision for
such other offices for members as designated by the
speaker

For other expenses of maintenance and operation (including
liabilities incurred prior to April 1, 1985) including
travel expense of officers, members and employees, com-
munication, acquisition and operation of an administra-
tive computer system, acquisition and operation of tele-
communications equipment, purchase or exchange of au-
tomobiles on the order of the speaker of the assembly,
fixed charges and contributions, materials, supplies and

services and expenses to be paid upon approval of the temporary president of the senate and the speaker of the assembly, including the printing of bills, additional copies of bills by resolution, certified copies of bills, session laws, slip laws, calendars, miscellaneous documents and messages, and reports of standing committees and binding of senate and assembly bills, the legislative messenger service and the legislative congressional liaison office in Washington, D. C. (including liabilities incurred prior to April 1, 1985) For legislative contingent fund to be paid upon the approval of the temporary president of the senate and the speaker of the assembly .
