State aid for the attainment of improved real property tax

administration pursuant to Article 15-B of the Real Property Tax Law

For payment of financial assistance in accordance with the

following schedule for community health programs and
services
pursuant

to the state public health various titles of the federal social security act, the public health service act, the terms of various gifts and bequests, and the terms of various federal grants. The moneys hereby appropriated shall be available to reimburse department of health contractors, including but not limited to local governments, private agencies, and other public agencies, and shall be available for payment of financial assistance heretofore accrued or

hereafter to accrue to these contractors. Notwithstanding any other provision of law, the general

fund-- local assistance account moneys hereby appropriated shall be apportioned in accordance with regulations promulgated by the comissioner of health, and approved

by the director of the budget. Notwithstanding any other provision of law, payments made

from the general fund--local assistance account for general public health services only pursuant to this appropriation shall be in accordance with а plan submitted by the department of health to the director of the budget within sixty days after enactment of this appro

schedule below, may be increased or decreased through interchange with any other item in the general fund--local assistance account in the schedule below, with the approval of the director of the budget, who shall file copies thereof with the state comptroller and with the chairmen of the senate finance

and assembly ways and means committees. Notwithstanding any provision of law to the contrary, the

commissioner may utilize portions of the monies for the several preventive health programs, both state and federally supported, appropriated herein, for the purpose of awarding one or more contracts to health care providers in areas of the state with high mortality and morbidity rates and limited availability of preventive health care, for the purpose of testing the feasibility of delivering preventive health services in a coordinated, integrated manner.

tion of local health departments and for the provision of general public health services pursuant to article 6 of the public health law for activities under the jurisdiction of the state commissioner of

An ambulatory medical clinic must be satisfactorily participating in the child health assurance program to be eligible for a grant. General medical clinics eligible for reimbursement from this category will not be eligible for aid under the operation of local health departments
