In the event that chapter five hundred thirty-six of the laws of nineteen hundred eighty-two is determined to no longer be in full force and effect, the renumbering of the sections of law noted above shall also no longer be in full force and effect and the previous provisions of the public health law shall be deemed to be in full force and effect, but that the language relating to changing the meaning of the affected calendar years shall remain as herein stated. Notwithstanding the above, paragraph (c) of subdivision two of section twenty-eight hundred seven of the public health law as added by chapter nine hundred four of the laws of nineteen hundred eighty-four, for the computation of rates of payment of general hospital emergency services, April first, nineteen hundred eighty-four shall mean April first, nineteen hundred eighty-five and March thirty-first, nineteen hundred eighty-five shall mean March thirty-first, nineteen hundred eighty-six. Notwithstanding any inconsistent provision of law, no social services district shall alter, amend, adjust, or otherwise change any existing rates, fees, fee schedules, contracts, agreements or procedures which may affect the cost of care or services provided by personal care providers, health maintenance organizations, out of state medical facilities which provide care and services

For income maintenance expenditures, including, but not limited to, aid to dependent children, home relief, supplemental security income, emergency assistance to families, emergency assistance to adults, work incentive program, and including up three hundred thousand dollars ($300,000) without local financial participation and subject to the approval of the director of the budget, for payments to court appointed receivers in adult facilities and, subject to availability of federal funds therefor, for assistance to U. S. citizens repatriated from abroad pursuant to section one thousand thirteen of the federal social security act. Of the amount appropriated herein, up to one million four hundred thousand dollars ($1,400,000) may be used by the department, subject to the approval of the director of the budget, for a demonstration project to evaluate the effectiveness, demand, and utilization of day care services to assist aid to dependent children and home relief recipients who are at least twenty-one years of age in securing employment through completion of a high school degree or employment readiness training program. The goal for collection of child support payments pursuant to part d of title IV of the federal social security act as required to be specified by subdivision 5 of section 111-b of the social services law shall be seventy-five million dollars ($75,000,000) for the year beginning April first, nineteen hundred eighty-five ..
