Mr. Younglove offered for the consideration of the House a resolution, in the words following, to wit:

Resolved, That the Clerk procure one copy of the Red Book for 1866 for each member of the present House who was not a member for that year; provided that the expense thereof, per copy, shall be the same as charged for those furnished under a resolution of the House.

Ordered, That said resolution be referred to the committee on expenditures of the House.

Mr. Younglove offered for the consideration of the House a resolution, in the words following, to wit:

Resolved (if the Senate concur), That when the Legislature adjourns this day, it adjourn to meet on Tuesday evening next, at seven o'clock. Mr. Weed moved to amend said resolution by striking out all after the word "Tuesday," and inserting in lieu thereof the words "morning, at eleven o'clock.'

Mr. Gleason moved to amend the amendment, by striking out all after the word "on," and inserting in lieu thereof the words "Monday evening, at seven o'clock.”

Mr. Speaker put the question whether the House would agree to said motion of Mr. Gleason, and it was determined in the negative.

Mr. Speaker then put the question whether the House would agree to said motion of Mr. Weed, and it was determined in the affirmative. Mr. Speaker then put the question whether the House would agree to said resolution, as amended, and it was determined in the affirmative. Ordered, That the Clerk deliver said resolution to the Senate, and request their concurrence therein.

Mr. Wilber moved to take from the table the resolution offered by him on Tuesday, January 1st, relative to the amendment to the United States Constitution.

Mr. Speaker put the question whether the House would agree to said motion, and it was determined in the negative.

Mr. M. C. Murphy offered for the consideration of the House a preamble and resolutions, in the words following, to wit:

Whereas, the existing neutrality laws are a brake upon the wheels of civilized liberty, opposed to the true American idea, and conceived under circumstances which have passed away; therefore,

Resolved (if the Senate concur), That we sympathize with every effort made by oppressed people to cast off the shackles of despotism; and, that practical aid may be rendered in such direction, our Senators are instructed, and our Representatives in Congress requested, to assist the consummation of propositions mapped out by Hon. N. P. Banks, in his elaborate report to the last National Legislature.

Resolved (if the Senate concur), That a duly attested copy of this preamble and resolutions be transmitted to our Senators and Representatives in Congress, for immediate action thereon.

Ordered, That said resolutions be laid on the table.

On motion of Mr. Weed,

Resolved, That the petition of citizens of Dannemora, Clinton county, New York, for the repeal of the act prohibiting the sale of liquor within three miles of Clinton prison, now on file, be taken therefrom and referred to the committee on State prisons.

January 1st, relative to an amendment of the Constitution of the United States, be referred to the committee on Federal relations.

Mr. Speaker put the question whether the House would agree to said motion, and it was determined in the affirmative.

On motion of Mr. D. P. Wood,

Resolved, That Edward F. Underhill be, and he is hereby appointed stenographic reporter of the House of Assembly, with the same compensation received by him for services in the same capacity during previous sessions of the Legislature.

On motion of Mr. Hiscock,

Resolved, That the standing committees on commerce and navigation, internal affairs of towns and counties, colleges, academies and common schools, affairs of villages and charitable and religious societies, shall hereafter consist of seven members each.

Mr. Speaker announced the following committee on privileges and elections: Mr. Chamberlain, of St. Lawrence; Mr. Hiscock, of Onondaga; Mr. Hoffman, of Montgomery; Mr. W. S. Clark, of Schoharie; Mr. Williams, of Erie.

Mr. Williams asked and was excused from serving on said committee. Mr. Speaker announced as such member of said committee, in place Mr. Williams, Mr. Creamer of New York.

Mr. Creamer asked to be excused from serving on said committee. Mr. Speaker put the question whether the House would grant said request, and it was determined in the negative.

The Clerk announced the following appointments:

By unanimous consent,

Mr. Littlejohn, from the select committee consisting of Messrs. Littlejohn, Bristol, Bruce, Weed and Lord, to which was referred the bill entitled "An act to amend an act entitled 'An act to incorporate the Oswego Water Works Company,' passed May 4, 1863," reported in favor of the passage of the same; which report was agreed to, and said bill committed to the committee of the whole.

Mr. Millspaugh moved that the House take a recess for twenty minutes. Mr. Speaker put the question whether the House would agree to said motion, and it was determined in the negative.

The Senate returned the resolution relative to adjournment, with a message informing that they had passed the same, with the following amendment:

Strike out all after the word "Resolved," and insert the words "That when the Assembly adjourns this day, it adjourn to meet on Tuesday morning at 11 o'clock, and that when the Senate adjourn to-morrow, it adjourn to meet Tuesday morning at 11 o'clock."

The amendment having been read,

Mr. Speaker put the question whether the House would concur in the same, and it was determined in the affirmative.

Ordered, That the Clerk return said resolution to the Senate, with a message informing of concurrence in their amendment.

On motion of Mr. Weed, at 12 o'clock and 55 min. the House adjourned.
