ARTICLE THE TENTH.

The powers not delegated to the United States, by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

ARTICLE THE ELEVENTH.

The judicial power of the United States, shall not be construed zen or subject. to extend to any suit in law or equity, commenced or prosecuted against one of the United States, by citizens of another State, or by citizens or subjects of any foreign State.
