Ordered, That the Clerk return said bill to the Assembly, with a message that the Senate has concurred in the passage of the same. The Senate bill (No. 1699, Int. No. 1446) entitled "An act to amend the Village Law, in relation to the powers of a village of the fourth class which embraces a fire, water or lighting district,' was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, the same having been printed and upon the desks of the members in its final form for three calendar legislative days, and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present as follows:

The Senate bill (No. 997, Int. No. 946) entitled "An act authorizing the municipal civil service commission of the city of White Plains to admit Leonard W. Blauvelt to examination for appointment as patrolman in the police department of said city and to certify the result of such examination, authorizing the commissioner of public safety of said city to appoint said Leonard W. Blauvelt to the position of patrolman in said police department and allowing said Leonard W. Blauvelt to come within the benefits of the police pension fund of said city," was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, an emergency calling for the pas sage of the same having been declared by the Governor, and it was decided in the affirmative, two-thirds of all the Senators elected voting in favor thereof, as follows:
