BUREAU OF CONSTRUCTION AND REPAIR.

CONSTRUCTION AND REPAIR OF VESSELS: For preservation and completion of vessels on the stocks and in ordinary; purchase of materials

and stores of all kinds; steam steerers, pneumatic steerers, steam capstans, steam windlasses, and all other auxiliaries; labor in navy-yards and on foreign stations; purchase of machinery and tools for use in shops; carrying on work of experimental model tank; designing naval vessels; construction and repair of yard craft, lighters, and barges; wear, tear, and repair of vessels afloat; general care, increase, and protection of the Navy in the line of construction and repair; incidental expenses for vessels and navy-yards, inspectors' offices, and bureaus, such as advertising, foreign postage, telegrams, telephone service, photographing, books, professional magazines, plans, stationery, and instruments for drafting room, seven million eight hundred thousand dollars: Provided, That no part of this sum shall be applied to the repair of any wooden ship, when the estimated cost of such repairs, to be appraised by a competent board of naval officers, shall exceed ten per centum of the estimated cost, appraised in like manner of a new ship of the same size and like material.

For purchase, handling, and preservation of all material and stores; purchase, fitting, repair, and preservation of machinery and tools in navy-yards and stations, and running yard engines, one million four hundred thousand dollars;

For incidental expenses for navy vessels, yards, and the Bureau, such as foreign postage, telegrams, advertising, expressage, photographing, books, stationery, office furnishings, and instruments, five thousand dollars;

That a line officer of the Navy may be detailed as assistant to the Chief of the Bureau of Steam Engineering in the Navy Department, Bureau. and that such officer during such detail shall receive the highest pay of his grade, and in case of death, resignation, absence, or sickness of the Chief of the Bureau shall, unless otherwise directed by the President, as provided by section one hundred and seventy-nine of the Revised Statutes, perform the duties of such chief until his successor is appointed or such absence or sickness shall cease.
