On motion of Mr. Astor, and by unanimous consent, the bill entitled "An act relating to certain assessments for local improvements in the city of New York," was ordered printed.

By unanimous consent,

Mr. Wagner, from the committee on railroads, to which was referred the bill introduced by Mr. Madden (introductory No. 144), entitled "An act entitled 'An act to authorize the president and secretary of any railroad company to issue certificates of stock in certain cases after a foreclosure and sale of the property and franchises of the corporation," reported in favor of the passage of the same without amendment, which report was agreed to and said bill committed to the committee of the whole.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to amend chapter 446 of the Laws of 1874, entitled 'An act to revise and consolidate the statutes of the State relating to the care and custody of the insane, the management of the asylums for their treatment and safe-keeping, and the duties of the State Commissioner in Lunacy.""

"An act to amend chapter 590 of the Laws of 1865, entitled 'An act to incorporate the Porous Plaster Company of the city of New York.'"

"An act to amend the Code of Civil Procedure."

After some time spent therein, the President resumed the chair, and Mr. Seebacher, from said committee, reported in favor of the passage of the above named bills, which report was agreed to, and said bills ordered engrossed for a third reading.

On motion of Mr. Madden, and by unanimous consent, the rules were suspended, and the bill entitled "An act to authorize the president and secretary of any railroad company to issue certificates of stock in certain cases after a foreclosure and sale of the property and franchises of the corporation," was ordered to be considered in the first committee of the whole.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to authorize the president and secretary of any railroad company to issue certificates of stock in certain cases after a foreclosure and sale of the property and franchises of the corporation."

"An act to authorize the city of Auburn to take by gift, grant or devise, lands in the town of Sennett for a public cemetery, and to provide for the care, management and protection of the same."

"An act authorizing the Trustees of the Pine Ridge Cemetery Association of Sennett to grant and convey to the city of Auburn certain lands for a public cemetery."

After some time spent therein, the President resumed the chair, and Mr. Loomis, from said committee, reported in favor of the passage of the first named bill, which report was agreed to.

On motion of Mr. Madden, and by unanimous consent, the rules were suspended, and said bill was read the third time and passed.

The President put the question whether the Senate would agree to the final passage of said bill, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, as follows:

Ordered, That the Clerk deliver said bill to the Assembly, and request their concurrence therein.

Mr. Loomis, from the same committee, reported in favor of the passage of the second named bill, with amendments, which report was agreed to, and the same ordered engrossed for a third reading.

Mr. Loomis, from the same committee, reported in favor of the passage of the last named bill, which report was agreed to, and the same ordered engrossed for a third reading.

Mr. Robertson moved that the committee of the whole be discharged from the further consideration of the bill entitled "An act concerning tramps," and that the same be recommitted to the committee on the judiciary.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to authorize the Attica Water Company to purchase, hold, operate and maintain the gas-works, pipes, fixtures, machinery and real estate, used in connection therewith, now in the village of Attica, Wyoming county, New York."

"An act to exempt the county of Orange from the provisions and requirements of chapter 280 of the Laws of 1845, entitled 'An act for the publication of the session laws in two newspapers in each county. of this State,' and of the several acts amendatory thereof."

"An act to establish the compensation of the county judge and judge and surrogate of the county of Orange.'

After some time spent therein, the President resumed the chair, and Mr. McCarthy, from said committee, reported in favor of the passage of the first and second named bills, which report was agreed to, and said bills ordered engrossed for a third reading.

Mr. McCarthy, from the same committee, reported in favor of the passage of the last named bill, with amendments thereto, and have amended the title so as to read " An act to establish the compensation of the county judge and of the surrogate of the county of Orange," which report was agreed to, and the same was ordered engrossed for a third reading.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to authorize the common council of the city of Lockport to raise by tax and disburse money in providing a system of fire alarm for said city of Lockport."

"An act conferring additional powers on the board of education of union free school district No. 1, of the town of Deerpark, Orange county, and granting additional privileges to said district."

After some time spent therein, the President resumed the chair, and Mr. Robertson, from said committee, reported in favor of the passage of the above named bills, which report was agreed to, and said bills ordered engrossed for a third reading.

On motion of Mr. Robertson, the Senate went into executive session, and after some time spent therein, the doors were opened and the Senate resumed legislative business.

By unanimous consent, Mr. Loomis introduced a bill entitled "An act to amend chapter 449 of the Laws of 1853, entitled An act to amend the act incorporating the village of Attica,' passed May 2, 1837, and to alter the bounds and to enlarge the powers of the corporation of said village," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on villages.

On motion of Mr. Madden, the Senate adjourned.

The Senate met pursuant to adjournment.

The journal of yesterday was read and approved.

Mr. Birdsall presented a petition of citizens of Queens county, for the amelioration of the condition of female prisoners and paupers and relieving county jails of convicted women; which was read and referred to the committee on State prisons.

Mr. Woodin presented a petition of citizens of Niagara county for the establishment of a State board of health; which was read and referred to the committee on public health.

Mr. Woodin presented a petition of citizens of Cayuga county for a law providing separate institutions for the detention and reformation of convicted women; which was read and referred to the committee on State prisons.

Mr. Lynde, from the committee on internal affairs of towns and counties, to which was referred the bill introduced by Mr. Lynde (introductory No. 84), entitled "An act to amend chapter 83 of the Laws of 1869, entitled 'An act for the improvement of Grass river and of the water power thereon, and to check freshets therein,'” reported in favor of the passage of the same without amendment, which report was agreed to and said bill committed to the committee of the whole.

Mr. Lynde, from the committee on internal affairs of towns and

counties, to which was referred the bill introduced by Mr. Stevens (introductory No. 33), entitled "An act to enforce collections of the taxes levied in the county of Oneida," reported the same for the consideration of the Senate, and said bill was committed to the committee of the whole.

Mr. Woodin, from the committee on cities, to which was referred the bill introduced by Mr. Wendover (introductory No. 150). entitled "An act to authorize the common council of the city of Poughkeepsie to construct a building for recorder's court room, police head-quarters, lock-up and city offices, and to provide means for the payment therefor," reported in favor of the passage of the same with amendments, which report was agreed to and said bill committed to the com-. mittee of the whole.

Mr. Bixby introduced a bill entitled "An act to legalize certain proceedings of the common council of the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on cities.

Mr. Seebacher introduced a bill entitled "An act relative to auctioneers," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Hogan, from the committee on engrossed bills, reported as correctly engrossed the bills entitled as follows:

"An act to exempt the county of Orange from the provisions and requirements of chapter 280 of the Laws of 1845, entitled An act for the publication of the session laws in two newspapers in each county of this State,' and of the several acts amendatory thereof."

"An act conferring upon the Board of Canal Appraisers the power to allow amendments to claims," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on canals.

The bill entitled "An act to authorize the common council of the city of Lockport to raise by tax and disburse money in providing a system of fire alarm for said city of Lockport," was read the third time and passed.
