In re Increased Telephone Rates Clarendon Telephone Company. Clarendon Telephone Company, Manning, S. C.:

This matter came before the Commission on petition of the Clarendon Telephone Company, through its president, Mr. Charlton DuRant, on November 6th, 1919. In addition to the above petition there was also filed with the Commission petitions purporting to contain the signatures of a majority of the subscribers of the Manning and Summerton exchanges of the Clarendon Telephone Company. The Commission also has on file a statement from the Mayor and Aldermen of the towns of Manning and Summerton consenting to the proposed increase in telephone rates of said Clarendon Telephone Company.

The Commission has given this matter thorough consideration and has reached the conclusion that the proposed increase petitioned for by said Clarendon Telephone Company and a majority of its subscribers, and consented to by the Mayor and Aldermen of the towns above referred to, is just and reasonable under existing conditions, and in view of this, as well as other facts connected with this case,

IT IS ORDERED, That on and after February 1st, 1920, the legal rates for telephone service furnished by the Clarendon Telephone Company in the towns of Manning, S. C., and Summerton, S. C., shall be as follows: For business telephones

For residence telephones

For residence telephones on two party lines within the city limits of Manning and Sum

merton

.$3.50 per month

2.00 per month

1.50 per month

IT IS FURTHER ORDERED, That the legal rate to be charged by Clarendon Telephone Company for service between the towns of Manning and Sumter shall be 10 cents for three minutes, and 5 cents for each additional minute.

IT IS FURTHER ORDERED, That the rates herein granted do not apply to rural or farmers' lines.

The above rates to remain effect until the further orders of this Commission.

In re Agency at Strawberry, S. C. Atlantic Coast Line Railroad. Atlantic Coast Line Rairoad:

As per appointment which was based upon petition of certain ciltizens and patrons of the Atlantic Coast Line Railroad, at Strawberry, S. C., the Commission on January 14th held a hearing relative to request of the Atlantic Coast Line Railroad for authority to be allowed to discontinue the station and station agency at Strawberry. At this hearing the A. C. L. Railroad was represented by Superintendent J. P. Walker, the petitioners by Messrs. W. J. Mathis, J. M. Hill and F. J. Lofton.

From testimony submitted by the Atlantic Coast Line Railroad the expense of operating this agency is $50.20 per month, or $602.40 per year. The amount of revenue from sale of tickets at this point was $361.00 for the first nine months in 1919, and the freight revenue on freight forwarded during the same time was $739.16, and from freight received at this point $914.15. This shows plainly to the Commission that this office is not being operated at present at a loss. In view of the above facts and the additional consideration that the highways leading from Strawberry to other points along the Atlantic Coast Line Rail

road that have agencies are so roundabout that the distance is materially increased over what it would be by rail,

IT IS ORDERED, That the Atlantic Coast Line Railroad maintain its station agency at Strawberry, S. C., so long as the expenses of maintaining same are no greater than at present, and provided that the volume of traffic remains as great as is indicated at this time. This order to remain in effect until further orders of the Commission.

In passing the above order the Railroad Commission does so with the understanding that if there is an increase in operating expenses, and not a proportionate increase in traffic to and from this point, or a decrease in the volume of traffic at that point, then it will hear a petition for such changes as may become necessary under the circumstances, and will at that time take such action as in the Commission's judgment is right and proper. In re Telephone Rates. Central Telephone Company.

Central Telephone Company:

Referring to petition of Central Telephone Company, of date January 31st, 1920, requesting the Railroad Commission of South Carolina to approve certain rates for telephone service furnished by the Central Telephone Company, said Company claiming that a majority portion of its subscribers have signed a petition consenting to the schedule of rates as outlined in petition:

After due deliberation of the facts presented in this matter. IT IS ORDERED, That on and after March 1st, 1920, the following schedule of rates shall be the legal rates to be charged by Central Telephone Company for telephone service rendered its subscribers within the city limits of Central, S. C. For private line business telephones

For duplex residence and business telephone line

(including two telephones)

For residence private line

For residence party line

.$3.50 per month

4.00 per month

2.00 per month

1.50 per month

IT IS FURTHER ORDERED, That the above schedule of rates shall not apply to what is usually known as rural or farmers' telephone lines.

This order to remain in effect until further orders of the Commission.

Mr. H. L. Baxley, President, Pinewood Telephone Company,

Pinewood, S. C.

Dear Sir: The Commission is in receipt of a petition, signed by what purports to be a majority of the subscribers of the Pinewood Telephone Exchange, asking that the commission permit the above named telephone exchange to increase its rates for residence telephones from $1.50 to $2.00 per month, and its business telephones from $2.00 to $3.00 per month. The Commission also has on file a statement from the Town Council of Pinewood, S. C., signed by the intendant and wardens of said Town, approving the petition asking for an increase in rates for the Pinewood Telephone Exchange.

The Commission has gone into this matter thoroughly, and after giving due consideration to the request of the petitioners and the Town Council of Pinewood, as above outlined, and after taking into consideration the further fact of the great increase in cost of material necessary for the construction and maintenance of telephone lines, the increase in wages of employees, due to conditions over which the telephone company, its patrons and this Commission have no control, the Commission has reached the conclusion that it would be just and equitable for it to issue the following order:

IT IS ORDERED, That the Pinewood Telephone Exchange, on and after May 15th, 1920, shall, as its legal rate for telephone service, use the following schedule:

.$2.00 per month

For single line residence telephone
For duplex line residence tlphon
For business telephone

1.50 per month

3.00 per month

These rates to be effective on and after May 15th, 1920, and to remain in effect until the further orders of this Commission.

Increased Rates-Chester Telephone Company.

Chester Telephone Company, Chester, S. C.:

Referring to petition of March 1st, 1920, signed by a majority of your subscribers, asking for an increase in telephone rates for service rendered through your Chester Exchange: The Commission is also in receipt of a communication from the City Council of Chester which carries a resolution adopted by the said City Council in which they consent to the increase in rates for telephone service through your exchange at Chester upon the same rate basis as that requested in petition above referred to. The Commission has gone into this matter thoroughly and given due consideration to the great increases in materials necessary for the construction and maintenance of telephone lines, as well as the increased cost of apparatus and equipment necessary to render telephone service, as well as the necessary increase in wages of labor, etc., none of which the telephone company, the Railroad Commission nor the subscribers of said telephone company have any control over. In view of above facts the Commission, in regular session today, has passed the following order:

IT IS ORDERED, That on and after June 15th, 1920, the following rates shall be the legal rates for telephone service through the Chester Telephone Company's exchange in the City of Chester, S. C., within the city limits of said City of Chester: Direct line business telephone Direct line residence telephone Duplex line business telephone
