The Assembly returned a Senate bill (No. 1286, Int. No. 751) entitled "An act to amend the Agriculture and Markets Law, in relation to the preparation of lists of dog owners and of bee owners in the county of Nassau."

Also, Senate bill (No. 843, Int. No. 775) entitled "An act to amend the Code of Criminal Procedure, in relation to the foreman of the grand jury; to administering oaths to witnesses before grand jury, and to the presenting of indictments and dismissals to the court."

Also, Senate bill (No. 1239, Int. No. 1119) entitled "An act to amend the Highway Law, in relation to county aid for construction and improvement of highways through incorporated villages." Also, Senate bill (No. 943, Int. No. 859) entitled "An act to amend the Insurance Law, in relation to indemnifying against loss in the mails and loss of bills of exchange, notes, drafts, acceptances of drafts, bonds, securities, evidences of debt, deeds, mortgages, documents, currency and money transported in armored vehicles."

Also, Senate bill (No. 858, Int. No. 787) entitled "An act to legalize the acts and proceedings of the board of trustees of the village of Mamaroneck in contracting for and authorizing the audit of the books of the treasurer of the said village for the purpose of adjusting any charges, and the consolidation of the back taxes of the village, to legalize the services performed under such contract or in connection therewith, and to authorize the board of trustees to make payment therefor if able to agree upon the amount due, and otherwise, to authorize the maintenance of an action to determine such amount."

Also, Senate bill (No. 1098, Int. No. 995) entitled "An act to amend the Military Law, in relation to pensions and the heating and lighting of armories."

Also, Senate bill (No. 864, Int. No. 794) entitled "An act to repeal chapter four hundred and fifty-seven of the Laws of eighteen hundred and eighty-nine, entitled 'An act in relation to the assessment-roll of the town of Oswegatchie, in the county of Saint Lawrence,' relating to assessment-rolls in the town of Oswegatchie and the city of Ogdensburg."

Also, Senate bill (No. 1298, Int. No. 176) entitled "An act to amend the Public Health Law, in relation to emergency orders by the commissioner of health affecting a water supply.

Also, Senate bill (No. 1275, Int. No. 1155) entitled "An act in relation to the creation of districts for the joint disposal of sewage.'

Also, Senate bill (No. 1052, Int. No. 949) entitled "An act authorizing the Westchester county park commission, acting for the county of Westchester, to grant easements for roadway purposes to the Knickerbokcer Ice Company and to the Aquehung Land Corporation, over lands owned or to be acquired by the county of Westchester," with a message that they have concurred in the pas sage of the same.

Ordered, That the Clerk deliver said bills to the Governor. The Assembly returned a Senate bill (No. 478, Assembly reprint No. 2017, Int. No. 450), entitled "An act to amend the Banking Law, in relation to the investments of funds of savings banks in securities issued by other states, and by cities, counties, villages, towns and school districts therein."

Ordered, That the Clerk deliver said bill to the Governor.

The President presented the annual report of State Hospital Commission, which was laid upon the table and ordered printed. (See Document.)

Mr. Knight moved that the Senate do now adjourn.

The President out the question whether the Senate would agree to said motion, and it was decided in the affirmative. Whereupon, the Senate adjourned.

The Senate met pursuant to adjournment. Prayer by Rev. Edmund F. Albertson.

The journal of March 22nd was read and approved.

Mr. Gates introduced a bill (Int. No. 1521) entitled "An act making an appropriation to pay the expenses of the Oneida bugle band, the designated State band of the New York department of the American Legion, in attending the national convention of the American Legion, to be held in Paris during the month of September, nineteen hundred and twenty-seven, "which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on finance.

Mr. Antin introduced a bill (Int. No. 1522) entitled "An act to amend the General Municipal Law, in relation to awarding allowances in the case of incapacity of the mother," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Antin, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading and referred to the committee on affairs of cities, retaining its place on the order of third reading.

The Assembly sent for concurrence a bill (No. 1753, Rec. No. 403) entitled "An act to amend the Civil Service Law, in relation to the definitions of 'prior service' and 'total service,' in connection with the retirement of State officers and employees," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Dick, and by unanimous consent, said bill was substituted for Senate bill (No. 1232, Int. No. 1112), now on the order of third reading.

Also, a bill (No. 2053, Rec. No. 404) entitled "An act to amend the Town Law, in relation to petition for creation of zoning district," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Thompson, and by unanimous consent, said bill was substituted for Senate bill (No. 845, Int. No. 776), now on the order of third reading.

Also, a bill (No. 2021, Rec. No. 405) entitled "An act to incorporate the Pember Foundation for the village of Granville, New York, Incorporated," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Brereton, and by unanimous consent, said bill was substituted for Senate bill (No. 1411, Int. No. 1262), now on the order of third reading.

Also, a bill (No. 2081, Rec. No. 406) entitled "An act to amend the Highway Law, in relation to the fees of a county clerk as agent of the Commissioner of Motor Vehicles, which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Westall, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Also, a bill (No. 2061, Rec. No. 407) entitled "An act to confer jurisdiction upon the Court of Claims to hear, audit and determine the claim of Frederick L. Finkbeiner, as administrator of the estate of William C. Finkbeiner, deceased, for damages on account of the death of William C. Finkbeiner, brother of said Frederick L. Finkbeiner, alleged to have been caused while he was riding in an automobile owned by the State and driven by a member of the one hundred and sixth regiment of field artillery of the national guard of the State of New York, and to render judgment therefor, which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Hickey, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Also, a bill (No. 903, Rec. No. 408) entitled "An act to amend the Code of Criminal Procedure, in relation to peace officers," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on codes.

No. 409) entitled "An act to authorize the consolidation or merger of the Trustees of the Estate Belonging to the Diocese of Long Island, the Diocesan Missions of Long Island, the Trustees for the Management and Care of Property for the Support of the Episcopate of the Diocese of Long Island, the Trustees of the Fund for Aged and Infirm Clergymen of the Protestant Episcopal Church in the Diocese of Long Island, the Trustees of the Clergymen's Pension and Retirement Fund of the Protestant Episcopal Church in the Diocese of Long Island, and the Trustees of the Fund for the Families of Deceased Clergymen of the Protestant Episcopal Church in the Diocese of Long Island, or for the consolidation or merger of such corporations

No. 410) entitled "An act to amend chapter three hundred and ninety-four of the Laws of nineteen hundred and two, entitled 'An act to incorporate the diocesan missions of Long Island and to define its objects and powers in the missionary work of the Protestant Episcopal church in the diocese of Long Island,' in relation to power to convey or mortgage real estate," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Knight, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Also, a bill (No. 1678, Rec. No. 411) entitled "An act to amend the Code of Criminal Procedure, in relation to dismissal of indictments," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Baumes, and by unanimous consent, said bill was substituted for Senate bill (No. 1578, Int. No. 1046), now on the order of third reading.

Also, a bill (No. 1752, Rec. No. 412) entitled "An act to amend the Education Law, in relation to power of justices of the Supreme Court of the First Judicial District to fix the salaries of the librarian and assistant librarian, appointed by said justices and to create the position of assistant librarian of the Supreme Court, in the First Judicial District, for assignment to the library of the Supreme Court in the borough of the Bronx," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on public education.
