Inform British Government that suggestion regarding
Declaration of London is withdrawn, and that
United States reserves its rights under existing
rules of international law and the treaties of the
United States, irrespective of the provisions of the
Declaration of London.
Inform German Government that suggestion relative
to Declaration of London is withdrawn, as some
belligerents refuse to agree without modifications.
