Mr. Thacher (by request) introduced a bill entitled "An act to amend the Code of Criminal Procedure," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Robb introduced a bill entitled "An act in relation to Columbia College, in the city of New York," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on literature.

Mr. Ellsworth introduced a bill entitled "An act to amend chapter 410 of the Laws of 1882, entitled 'An act to consolidate into one act and to declare the special and local laws affecting the public interests in the city of New York,'" which was read the first time, and' by unanimous consent was also read the second time, and referred to the committee on the judiciary.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bills entitled as follows:

"An act to establish a uniform standard time throughout the State, and to amend title 1 of chapter 19 of part 1 of the Revised Statutes, relating to the computation of time."

"An act ceding jurisdiction over certain land to the United States and permitting its use for cemeterial purposes."

After some time spent therein, the President resumed the chair, and Mr. Fassett, from said committee, reported in favor of the passage of the above-named bills, which report was agreed to, and said bills ordered engrossed for a third reading.

Mr. Daggett introduced a bill entitled "An act in relation to sealer of weights and measures in the city of Brooklyn," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on cities.

Mr. Davidson, from the committee on villages, to which was referred the Assembly bill, entitled "An act to amend chapter 80 of the Laws of 1882, entitled 'An act to provide for a separate board of water commissioners in the village of Suspension Bridge, Niagara county, in the place of the trustees of said village, the mode and times of their election, and defining their powers, duties and term of office," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

The Senate again resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bill entitled as follows:

Assembly, "An act to amend chapter 80 of the Laws of 1882, entitled 'An act to provide for a separate board of water commissioners in the village of Suspension Bridge, Niagara county, in the place of the trustees of said village, the mode and times of their election, and defining their powers, duties and terms of office.""

After some time spent therein the President resumed the chair, and Mr. Esty, from said committee, reported in favor of the passage of the above-named bill, which report was agreed to, and said bill ordered to a third reading.

The President directed the Clerk to call the roll, when the following Senators were found to be present:

The journal of yesterday was read and approved.

Mr. Coggeshall presented a petition of citizens of Utica for the preservation of the Adirondack forest; which was read and referred to the committee on finance.

Mr. Fassett, from the committee on commerce and navigation, to which was referred the bill introduced by Mr. Fassett, Int. No. 22, entitled "An act to provide compensation for the performance of the duties of captain of the port of New York and harbor-masters of the port of New York, since May 24, 1883," reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Daggett, from the committee on engrossed bills, reported as correctly engrossed the bills entitled as follows:

"An act ceding jurisdiction over certain land to the United States and permitting its use for cemeterial purposes."

"An act to establish a uniform standard time throughout the State, and to amend title 1 of chapter 19 of part 1 of the Revised Statutes, relating to the computation of time."

A message was received from the Assembly in the words following: To the Legislature:

Your committee of conference, to which was referred the matters in difference on Senate bill, entitled "An act in relation to the election of trustees of the Ithaca Academy, the transfer and disposition of its funds and property and the dissolution of said corporation," respectfully recommend that the Assembly do recede from its amendments.

The President put the question whether the Senate would agree to the report of the committee of conference, and it was decided in the affirmative, a majority of all the members elected to the Senate voting in favor thereof, and three-fifths being present, as follows:

Mr. Robinson introduced a bill entitled "An act to amend an act entitled 'An act to incorporate the village of Lyons,' passed April 17, 1857," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on villages.

Mr. Vedder introduced a bill entitled "An act to legalize the official acts of certain justices of the peace to execute and file official bonds, and to take and subscribe the official oath," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Murphy introduced a bill entitled "An act to authorize certain courts in this State to direct that food be furnished to jurors in certain cases," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Gilbert introduced a bill entitled "An act to amend certain sections of the Penal Code," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Mr. Titus introduced a bill entitled "An act in relation to the examination of the accounts, etc., of the surrogates' courts, and the transfer of the moneys and securities of the county treasurers," which was read the first time, and by unanimous consent was also read the second time, and referred to the committee on the judiciary.

Ordered, That the Clerk return said bill to the Assembly, with a message that the Senate have concurred in the passage of the same. Mr. Daly offered the following:

Whereas, The quarantine fees exacted at the port of New York are glaringly excessive and constitute one of the many vexatious and oppressive taxes upon commerce; therefore,

Resolved, That the committee of commerce and navigation be requested to draft and report a bill to the Senate providing such a

schedule of charges as might make the commission self-sustaining, on a basis of reasonable compensation for the Health Officer and Quarantine Commissioners.

Mr. Murphy moved to refer said resolution to the committee on commerce and navigation.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, as follows:

Resolved, That the supplementary report of the Board of Railroad Commissioners, dated January 14, 1884, with the several proposed amendments to railroad laws and acts relating to railroads, therewith recommended for the consideration of the Legislature, be, and the same are hereby, referred to the committee on railroads.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Mr. Arkell moved that the bill entitled "An act to amend chapter 303 of the Laws of 1881, entitled 'An act to amend and consolidate the charter of the village of Johnstown,' and the several acts amendatory thereof," be recommitted to the committee on villages.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative.

The Senate then resolved itself into a committee of the whole, and proceeded to the consideration of general orders, being the bill entitled as follows:

"An act to amend chapter 369 of the Laws of 1881, entitled 'An act to provide for the performance of services in the Supreme Court and-Court of Appeals by stenographers."

After some time spent therein the President resumed the chair, and Mr. Davidson, from said committee, reported in favor of the passage of the above-named bill, which report was agreed to, and said bill ordered engrossed for a third reading.

The Assembly returned the following entitled bill:

"An act in relation to the election of trustees of the Ithaca Academy, the transfer and disposition of its funds and property, and the dissolution of said corporation.

Ordered, That the Clerk deliver said bill to the Governor.
