TO SUPPLEMENT CONSTRUCTION APPROPRIATIONS

The appropriation made by chapter 460, section 14, of the laws of 1975, and chapter 54, section 3, of the laws of 1984, is hereby amended and reappropriated to read:

Advance for: To supplement any appropriation made available for the construction, reconstruction or improvement of any state university project.

Such supplement shall be made available upon certification by the chairman of the state university construction fund that the project is urgent and necessary, and (a) the amount of the lowest acceptable bids received and recommended by the bidding agency exceeds the amount available in the appropriation for such project or that (b) the amount required to provide all costs necessary and pertinent the accomplishment of the purposes of the appropriation exceeds the amount available in the appropriation for such project. Such certification shall specify the amount of supplement required. The moneys hereby appropriated also shall be available upon certification of need by the chairman of the state university construction fund for payment of obligations incurred under any capital construction fund appropriation for construction, reconstruction or improvement of any facility for use of the state university of New York

Such supplement shall be made available upon certification by the chairman of the state university construction fund that the project is urgent and necessary, and (a) the amount of the lowest acceptable bids received and recommended by the bidding agency exceeds the amount available in the appropriation for such project or that (b) the amount of the final estimates for the performance of the work by force account exceeds the amount available in the appropriation for such project.
