§ 3. § 4. An election of the village officers, to be called the village election, shall be held annually, on the first Tuesday of May, at such place in said village as shall be appointed by the board of trustees, unless such place shall have been designated by the electors of said village at their last previous annual election, of which election six days' notice shall be given by posting notices in three First elec- public places in said village, and the first election in said village is hereby ordered to be held on the first Tuesday of May next, at the Union hotel therein.

§ 5. No person shall be eligible to any office of said village, unless he shall at the time be a resident and elector of said village; and whenever any officer of said village shall cease to be a resident thereof, his office shall thereby be vacated.

§ 6. Every inhabitant actually residing in said village, and who shall have been an actual resident of said village for ten days next prior to the time of offering his vote, and who shall at the time of offering his vote be qualified to vote for Member of Assembly, shall be entitled to vote at any village election for village officers.

§ 7. 10. § 12. § 15. § 16. The treasurer shall receive all moneys belong. ing to the village, and keep an accurate account of all receipts and expenditures, so as to exhibit the amount paid under each particular class of purposes for which it shall be received; all money shall be drawn from him by written order from the board of trustees, specifying for that purpose, signed by the clerk and countersigned by the president of the board of trustees, or the presid ing officer thereof for the time being. The treasurer shall, at least ten day days before the annual election in each year, and at such other times as the said trustees shall require, present to the said board of trustees and file with the clerk a full account of his receipts and disbursements since the date of the last report, and a statement of the financial condition of the treasury.

20. To prohibit, restrain and regulate all exhibitions of any natural or artificial curiosities, caravans of animals, theatricals and other shows, and of exhibitions, circuses or other performances for money, and to authorize the same on such terms as the trustees shall deem expedient. 4. To direct the location of all slaughter houses and houses for storing gunpowder or any combustible substances, and to regulate the keeping and conveying of gunpowder and other dangerous materials.
