The following decisions of the Department for the month of January, 1882, upon the construction to be given to acts of Congress relating to the tariff, navigation, and other subjects, are published for the information and guidance of officers of the customs and others

concerned.

Values of the standard coins of foreign nations.

SIR: In pursuance of the provisions of section 3564 of the Revised Statutes of the United States, I have estimated the values of the standard coins in circulation of the various nations of the world, and submit the same in the accompanying table.

The foregoing estimation, made by the Director of the Mint, of the value of the foreign coins above mentioned, I hereby proclaim to be the values of such coins expressed in the money of account of the United States, and to be taken in estimating the values of all foreign merchandise, made out in any of said currencies, imported on or after January 1, 1882.

Drawback allowance-Exportation of grain-bags.

TREASURY DEPARTMENT, January 3, 1882.

1. Whenever a manufacturer of grain-bags, made from imported materials, shall reserve to himself the benefit of drawback, under section 3019 of the Revised Statutes, by an appropriate and permanent inscrip

tion upon each bag, he shall be permitted to make the export entry, and receive the drawback, upon compliance with the existing general regulations relating to exportations for drawback under said law, and he shall be deemed the exporter of such bags, whoever may be the owner of the bags and grain therein shipped to foreign ports.

2. Drawback shall only be allowed upon such bags, so described, as can be officially identified, inspected, and counted in the manner required by the general regulations.

3. The manufacturer concerned shall bear all extra expense which may be incurred in the administration of these additional regulations. CHAS. J. FOLGER,

Vessels-Minor cannot be master.

TREASURY DEPARTMENT, January 4, 1882.

SIR: Your letter of the 7th ultimo was duly received, in which you inquire whether a minor who is a citizen of the United States, within the provisions of section 1992, Revised Statutes, can take the oath required of the master of a vessel by sections 4145 and 4320, Revised Statutes, and thus act and be recognized as such.

You are informed that though a minor could take the oath of citizenship he could not execute a valid bond, as it is implied in the sections referred to that he shall be legally capable of doing; and, therefore, no minor should take out marine papers that require from him the performance of duties which he cannot legally assume. A similar principal was recognized by the Department in decision 3814 of the Synopsis for 1878, upon the question of the licensing of a minor as engineer on a steam-vessel, in which case it was held that a minor should not be charged with duties for the performance of which he could not be made legally responsible.
