NOTE.-All Foreign or Colonial Pilots shall be paid abroad at the usual or established rates for Her Majesty's Ships, on producing a certificate signed by the Captain, specifying the service performed, and the time when, and also the amount due; which certificate must be addressed either to a Naval Storekeeper or to one of Her Majesty's Consuls, and will be an authority for the payment of the sum therein mentioned. This certificate may, if necessary, be given in duplicate or in triplicate copies; but in order to prevent more than one payment being made thereon, they must all be addressed to the same person and place, and be marked across with the word Original, or Duplicate, or Triplicate.

As a general rule, and particularly at places where there are no fixed and well defined rates and regulations, the Paymasters of Her Majesty's Ships are required to leave all claims for pilotage, harbour or tonnage dues, to be settled by the Consular Officer on the certificates given by the Commanding Officer.

Consular Officers, on making these payments, will certify as to the correctness of the rates and their accordance with the regulations or the practice of the place.

Should any changes take place in any rates of pilotage heretofore existing at the ports where they are stationed, Consular Officers are to transmit copies of the altered Tables or Regulations to the AccountantGeneral of the Navy, Admiralty, London, as well as to the Secretary of State.---(Gen. NOTE. In repayment of all necessary disbursements made by Consular Officers on account of the Navy, they may draw Bills of Exchange on the Accountant-General of the Navy, at three days' sight, in the usual commercial form, adding to the amount of their disbursements the usual commission of two pounds ten shillings (2) per cent.

Bills may be drawn immediately after disbursements are made, or otherwise, as may be most convenient; but Letters of Advice, inclosing Accounts and Vouchers, should be sent to the Accountant-General of the Navy at the time the Bills are drawn.

Translations should accompany Vouchers written in a foreign language, and Accounts rendered in Form (Annex 11).
