SECTION 1. SEC. 2. The said Harbor Master shall give bond, payable to the Governor or his successor in office, with two sufficient securities, in the penal sum of two thousand dollars, conditioned for the faithful performance of the duties required of him by law. (a)

SEC. 3. Said Harbor Master, under the rules and regulations to be established by the Board of Port Wardens for the port of Pensacola, shall have authority to regulate and station all vessels in the bay fronting the city of Pensacola and at the wharves thereof, and remove, from time to time, such vessels as are not employed in receiving and discharging their cargoes, to make room for such others as require to be more immediately accommodated for the purpose of receiving or discharging their cargoes; and as to the fact of any vessel being fairly and bona fide employed in receiving and discharging, the said Harbor Master is constituted the sole judge; and, farther, the Harbor Master shall have authority to determine how far and in what instances it is the duty of the master and others having charge of ships and vessels to accommodate each other in their respective situations; and if any master or other person shall oppose or resist the Harbor Master in the execution of the duties of his office, he shall, for each offence, forfeit and pay the penal sum of fifty dollars, to be sued for by the treasurer of the city of Pensacola for the use of said city: Provided, however, That if any person shall consider himself aggrieved by the decision of said Harbor Master, he shall be at liberty to appeal to the Board of Port Wardens, and their concurrence shall be given thereto before such decision is carried into effect. (a)

SEC. 4. The Harbor Master shall have power to demand and receive from the commanders, owners or consignees, or either of them, of every vessel that may enter the port of Pensacola and load or unload, or make fast to any wharf, the following fees, viz: For any vessel drawing less than ten feet, the sum of five dollars; and for any vessel drawing more than ten feet, the sum of one dollar for each additional foot of draft: Provided, This section shall not extend to flats, keel-boats, steamboats or other vessels regularly employed in the trade between the port of Pensacola and the ports of the States of Alabama, Louisiana and Texas. SEC. 8. Harbor Masters shall commence their term of office on the first day of April, 1881, or as soon thereafter as qualified, and shall hold their offices for the term of two years, unless sooner removed. (d)

SEC. 9. SECTION 1. Houses kept in this State for the accommodation of twenty-five or more lodgers or boarders are hereby declared to be hotels. (a)

SEC. 2. Every proprietor or manager of a hotel is hereby authorized and empowered to prescribe and establish rules and regulations for the government and management of the hotel and its occupants and employees, and all and every lodger, boarder, guest or person staying, sojourning or employed in said hotel, shall conform to and abide by said rules and regulations so long as he, she or they remain in or at said hotel, and said rules and regulations shall be held and deemed to be a special contract and agreement between the proprietor or manager of said hotel, and each and every lodger, boarder, guest, emyloyee and person staying or sojourning at or in said hotel, and shall regulate, fix and control the liabilities, responsibiliRules and regu- ties and obligations of each, both and all parties; which said rules and regulations shall be printed in the English language copy of this act and posted, together with a copy of this law, in each bed-room each bed room. and in some public place, such as the office or hall in the hotel.

SEC. 3. An iron safe shall be kept in every hotel in this State for the safe keeping of the valuables of its occupants. (a)

SEC. 4. SEC. 6. between the cities of the North and West and of Europe, to this State, and by such other methods as the Bureau of Immigration may approve, invite and encourage immigration, with a view to the settlement of the vacant lands: Provided, That no per capita shall be paid, and no arrangement be entered into by which the Commissioner or any other person shall receive compensation upon the basis of the number of immigrants obtained. (a)

SEC. 2. The salary of the said Commissioner of the Bureau Salary of Com- of Immigration shall be fixed by the Bureau. He shall devote himself exclusively to the immigration interests of the State, and in the event of his death, resignation, or the failure on his part to discharge his duties in a faithful and satisfactory manner, the said Bureau shall have power to appoint another person to discharge his duties until the next session of the Legislature. Said Commissioner may appoint a secretary to assist him in the performance of the clerical duties of his office, the salary of which said secretary shall be fixed by the Bureau. He may also appoint agents at suitable points, subject to the approval of the Bureau, whose compensation shall be fixed by the Bureau and be paid out of the general appropriation for office of Com- immigration purposes. SEC. 3. The total amount expended for the purposes of immigration and the settlement of the vacant lands in each and every year shall not exceed the amount of the annual appropriation therefor. (a)

SEC. 4. The Commissioner of Lands and Immigration shall be President of the Bureau of Immigration. (a)

SEC. 5. For the purpose of practically carrying out the deAppropriation. sign for which the Bureau of Immigration is established, an appropriation is hereby made for the support and maintenance of said Bureau, and inclusive of the salaries of Commissioner, secretary and agents, of five thousand dollars per annum, to be derived from any moneys arising from the sales of State lands belonging to the Internal Improvement Fund, or out or any moneys in the treasury of the State not otherwise appropriated. Said sum of five thousand dollars shall be counted an annual expense, subject to reduction or increase by each succeeding Legislature as the needs of the Bureau may require. Said amount shall be drawn by the Commissioner, under rules and regulations to be established by the Bureau of Immigration: Provided, That not less than two thousand dollars per annum of said sum shall be used in the preparation and distribution of pamphlets truthfully and concisely setting forth the inducements to immigrants to buy and settle upon the State lands in the several counties of the State.
