Stamp tax required on entries of imported goods, on entries of gold and silver coin and bullion, and on entries of goods sent to warehouse under general order.

TREASURY DEPARTMENT, July 13, 1898. SIR: In reply to your letter of the 6th instant, I have to inform you that stamps are required, under the act of June 13, 1898, on entries of imported merchandise for consumption or warehousing, or for withdrawal from warehouse, without reference to the number of consignments included therein; on entries of gold and silver coin and bullion, and on entries on and after the 1st instant of goods sent to warehouse under general order before that date.

Talc.

Ground talc, not commercially known as French chalk, dutiable at 35 per cent ad

valorem as a mineral substance under paragraph 97, act of July 24, 1897--Appeal from decision of Board, G. A. 4210.

TREASURY DEPARTMENT, July 13, 1898. SIR: The Department is in receipt of a decision of the Board of General Appraisers (G. A. 4210), dated the 30th ultimo, on protest 28867f-12285, of Gabriel & Schall, wherein it it is held that certain ground talc similar to that covered by G. A. 4179 is properly dutiable at the rate of 20 per cent ad valorem as a nonenumerated partly manufactured article under section 6 of the act of July 24, 1897.

The merchandise under consideration appears to be ground talc, not commercially known as French chalk, and similar to that referred to in Department's instructions of the 2d instant (Synopsis 19596), addressed to the collector of customs at New Orleans, La. Duty was assessed thereon at the rate of 35 per cent ad valorem as an “article composed wholly of mineral substance" under paragraph 97 of the act of July 24, 1897.

The Department does not concur in the decision of the Board of General Appraisers in this case, and you are, therefore, hereby directed to file an application for review in accordance with the provisions of section 15 of the act of June 10, 1890. Respectfully, yours,

TREASURY DEPARTMENT, July 14, 1898. To collectors of customs and others:

Your attention is invited to the following supplement, concerning mortgages on shipping, to Department Circular 109, Bureau of Navigation, June 15, 1898:

Mortgage or pledge, of lands, estate, or property, real or personal, heritable, or movable, whatsoever, where the same shall be made as a security for the payment of any definite and certain sum of money, lent at the time or previously due and owing or forborne to be paid, being payable; also any conveyance of any lands, estate or property whatsoever, in trust to be sold or otherwise converted into money, which shall be intended only as security, either by express stipulation or otherwise ; on any of the foregoing exceeding one thousand dollars and not exceed ing one thousand five hundred dollars, twenty-five cents; and on each five hundred dollars or fractional part thereof in excess of fifteen hundred dollars, twenty-five cents: Provided, That upon each and every assignment or transfer of a mortgage, lease or policy of insurance, or the renewal or continuance of any agreement, contract, or charter, by letter or otherwise, a stamp duty shall be required and paid at the same rate as that imposed on the original instrument.
