Scotch jew. elry, jewelry made in Scotland, especially that in which the native col. ored crystals (see Cairngorm) are used and fretwork in silver, either alone or combined with gold. This jewelry is usually inexpensive. Similar work is applied in the mounting of weapons, etc. Temple jew. elry, jewelry of inexpensive material, made at the Temple in Paris.

Standard Dictionary:

(1) Jewels taken collectively; precious stones in mountings; gems or ornaments prepared or sold by jewelers; jeweler's work. (2) The art of mounting precious stones; the trade of a jeweler. Berlin jewelry, personal ornaments made of iron, as at Berlin.

It is obvious from the language of paragraph 434 that it was the intention of the Congress to enlarge the category of articles previously provided for, or classified for dutiable purposes, as jewelry. This is further manifest from the provision for "pins," in paragraph 188 of the act.

We find as matter of fact

(1) That the goods in question are of the particular character hereinbefore described in detail.

(2) That they belong to a class of articles made and sold by manufacturers of jewelry or jewelers, and which were “commonly known as jewelry" in the United States on July 24, 1897, and prior thereto.

If the belts or girdles composed of black lacquered metal and of black glass beads, etc., were not dutiable as jewelry, they would apparently fall either under the provisions of paragraph 100 or of paragraph 408 of the tariff act, at the same rate of duty, as assessed (60 per cent ad valorem), rather than as claimed.

The protests are overruled on all grounds.
