AN ACT making an appropriation for the completion of the statutory record of the special statutes of the state authorized by chapter five hundred and thirteen of the laws of nineteen hundred and ten. Became a law May 25, 1911, with the approval of the Governor. Passed, three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows: Section 1. The sum of forty-five hundred dollars ($4,500), or so much thereof as may be necessary, is hereby appropriated out of any moneys in the treasury, not otherwise appropriated, for the completion of the statutory record of the special statutes of the state to be completed in time for and to be printed as a part of the session laws of nineteen hundred and eleven; said sum to be used and paid as provided by chapter five hundred and thirteen of the laws of nineteen hundred and ten. § 2. AN ACT to amend chapter four hundred and seventy-seven of Became a law May 25, 1911, with the approval of the Governor. Passed, The People of the State of New York, represented in Senate and Assembly, do enact as follows: Section 1. Section two of chapter four hundred and seventyseven of the laws of nineteen hundred and six, entitled "An act to revise the charter of the city of Elmira," is hereby amended to read as follows: § 2. The said city shall be divided into twelve wards respectively, as follows: First ward. All that part of the said city lying north of the center line of the Chemung river, west of the center line of the main tracks of the railroad of the New York, Lake Erie and Western Railroad Company, and south of the center line of Church street shall be the first ward. Second ward. All that part of said city lying north of the center line of the Chemung river, east of the center line of the main tracks of the railroad of the New York, Lake Erie and Western Railroad Company, and south of the center line of Church street, shall be the second ward. Third ward. All that part of said city lying north of the center line of Church street, west of the center line of the main tracks of the railroad of the New York, Lake Erie and Western Railroad Company, and south of the center line of Clinton street, and the center line thereof continued, shall be the third ward. Fourth ward. All that part of said city lying north of the center line of Church street, east of the center line of the main tracks of the railroad of the New York, Lake Erie and Western Railroad Company, and south of the center line of Fifth street and the center line thereof continued, shall be the fourth ward. Fifth ward. All that part of said city lying north of the center line of Clinton street and the center line thereof continued and west of the center line of the main tracks of the Erie railroad and south of the center line of Washington avenue, and the center line thereof continued, shall be the fifth ward. 1 Sixth ward.1 All that part of said city lying north of the center line of Fifth street, and the center line thereof continued and east of the center line of the main tracks of the Erie railroad, and south of the following designated lines, to-wit: the center line of Carpenter street, and the center line of its extension easterly, and the center line of Oak street from its intersection with the center line of Carpenter street to its intersection with the center line of Maxwell place, and the center line of Maxwell place and its extension westerly to its intersection with the center line of the main tracks of the Erie railroad shall be the sixth ward. Seventh ward.1 All that part of said city lying north of the center line of Washington avenue and the center line thereof continued, and west of the center line of the main tracks of the Erie railroad shall be the seventh ward. Eighth ward. All that part of said city lying north of the following designated lines, to-wit: the center line of Carpenter street and the center line of its extension easterly, the center line of Oak street from its intersection with the center line of Carpenter street to its intersection with the center line of Maxwell place; the center line of Maxwell place and its extension westerly to the center line of the main tracks of the railroad of the New York, Lake Erie and Western Railroad Company, and lying east of the center line of the main tracks of the New York, Lake Erie and Western Railroad Company, shall be the eighth ward. 1 Boundaries of ward changed. All that part of said city lying south of the center line of the Chemung river, east of the center line of South Main street, and north of the center line of Pennsylvania avenue from its intersection with the center line of South Main street to its intersection with the center line of West LaFrance street, the center line of West LaFrance street, the center line of East La France street, the center line of Falk street from its intersection with the center line of East LaFrance street to its intersection with the center line of Horner street, Horner street and its extension easterly to the center line of the Chemung river, shall be the ninth ward. Tenth ward. All that part of said city lying south of the center line of the Chemung river, west of the center line of South Main street, and north of the center line of Franklin street and of the center line of Pennsylvania avenue from its intersection with the center line of Franklin street to its intersection with the center line of South Main street, shall be the tenth ward. Eleventh ward. All that part of said city lying south of the following designated lines, to-wit: The center line of Pennsylvania avenue from its intersection with the center line of South Main street to its intersection with the center line of West LaFrance street; the center line of West LaFrance street, the center line of East LaFrance street, the center line of Falk street from its intersection with the center line of East LaFrance street to its intersection with the center of Horner street, the center line of Horner street and its extension easterly to the center line of the Chemung river and lying east of the center. line of South Main street, shall be the eleventh ward. Twelfth ward. In the assessment of any land in said city for any purpose it shall be sufficient to state the name of one of the owners or occupants of said land, together with such a description of said land as shall identify the parcel of land assessed, together with the full value of such land; and in case the name of an owner or the name of an occupant cannot after reasonable inquiry be found, it shall be sufficient to write in the first column the words "un Assessment known owner." No assessment hereafter mistakes. made by said board of assessors shall be invalid because the same may be made out in terms against owner or owners unknown, or the estate of a deceased person (naming such person) or the executor, administrator, heirs or devisees of a deceased person (naming such person), or against a company or firm name or against a person in whom is the record title, though not the actual title, of the property, or for any cause arising through ignorance or mistake as to the name of the owner or owners of the property assessed whether individual or a corporation, provided that such property is sufficiently described on the assessment-roll to identify and indicate the particular property which it was intended to assess. No distinction shall be made in said assessment-roll between resident and nonresident lands. The said board of assessors shall confer together in the performance of their duties, and shall keep minutes of their proceedings, but their omission to do so shall not invalidate any of their acts. The chief assessor shall keep a scrap book in which he shall paste a copy of each published official notice, which the board of assessors or any member thereof, is by law required to give or publish and shall keep the same at all times properly indexed.
