Appointed by the President. Two members are appointed by the President with advice and consent of the Senate. The third, Engineer Commissioner, is an officer of the Corps of Engineers of the United States army, ranking above captain, who shall be detailed by the President. 20 U. S. Stats. at Large, p. 102, c. 180, §2. (See note p. 9.)

The Commissioners of the District of Columbia are made, ex officio, the Public Utilities Commission. They shall elect a chairman biennially. District Appropriation Act, March 4, 1913, § 8, par. 97.
