And be it further enacted, That all the lands, rights and privileges hereby authorized to be ceded, and all to be exempt the buildings, structures, improvements, and property of every kind erected and placed thereon by the United States shall be exempt from taxation so long as the same shall be used for the purposes before mentioned.
