Sir: In compliance with the requirements of the Constitution,

and the acts of the General Assembly approved, respectively, April

!, 1870; May 15, 1874; June 4, 1883; May 13, 1889, and April 19, 1897,

I have the honor to present to you herewith, for transmission to

the General Assembly a report of this Department, Part IV, cover-

ing the affairs of Railroad, Canal, Navigation, Telegraph and Tele-

phone Companies for the year ending June 30, 1906.
