company operating in the county; we have no collection agencies of any kind, except as the attorneys handle collections. individually. Therefore, the question referred to in your letter does not affect our members vitally in this county. However, many people are having wills drawn and are making trust companies in Rochester or Buffalo the executors or trustees under these wills; the result is that these estates pass out of the field of the local attorneys representing the executors or trustees, and our local attorneys are affected by the constant advertising of the trust companies, asking that they be made executors, trustees, etc., under wills."

(7) The Bronx County Bar Association presented, in answer to your Secretary's communication, the report of its Grievance Committee, of which Mr. Archie B. Morrison is Chairman. The report contains a historical résumé of the subject and references to the recent decisions in the Court of Appeals in the cases of The People vs. The Title Guaranty Trust Company, and The People vs. Alfani.

The Committee also called attention to the resolutions on the subject adopted at the Conference of Bar Association Delegates held at Boston in connection with the meeting of the American Bar Association there in September last.

The Committee recommended that it be delegated to attend the meeting of the State Bar Association on January 16th-17th and that its Association co-operate with this Association in taking appropriate steps to aid in enforcing the laws relating to the unlawful practice of law.

(8) The Westchester County Bar Association reported that the matter had been presented at its meeting held at White Plains on December 5th. Upon discussion had, a resolution was adopted referring the matter to the Executive Committee. The President reported that the impression seemed to prevail that there was no offensive activity by trust companies in Westchester County.

(9) The following Associations reported that there were no complaints of unlawful practice on the part of corporations in their respective counties:

Cortland County Bar Association.

Jefferson County Bar Association.

Madison County Bar Association.
Rockland County Bar Association.
Wayne County Bar Association.
Yates County Bar Association.

(10) The following Associations reported that they had not yet taken action upon the subject, but that the matter would be brought to the attention of the next meeting of their respective bodies:

Albany County Bar Association.
Genesee County Bar Association.
Johnstown Bar Association.

Niagara County Bar Association."
Orange County Bar Association.

St. Lawrence County Bar Association.
Schenectady County Bar Association.
Tompkins County Bar Association.

(11) The Brooklyn Bar Association reported that the question would be submitted at its next meeting. It will be borne in mind that this Association has already been very active in this field and the cases of People vs. People's Trust Company, 180 App. Div. 494, 167 N. Y. Supp. 767; People vs. Title Guarantee & Trust Company, 180 App. Div. 648, 168 N. Y. Supp. 278, were both prosecuted by it.

No replies have yet been received from the remaining county and local Bar Associations to which the communications of the undersigned were addressed.

COMMITTEE ON SALARY OF FEDERAL JUDGES

NEW YORK, December 31, 1919.

To the New York State Bar Association:

On behalf of the Committee on Salary of Federal Judges I beg to report that, having informally exchanged views with the members of that Committee, a majority were of opinion that at the present time it is not practicable or expedient to take any steps in the matter, in view of the announced intention of Congress to reduce public expenditures. As soon as the liquidation of war obligations has further progressed and public affairs are in a more normal condition, the matter should again be taken up, and at that time the New York State Bar Association, in co-operation with other State Bar Associations and with the American Bar Association, should make a collective effort to bring to the attention of the appropriate committees of Congress the plain justice of recognizing with more adequate salaries the great services which the Federal Judiciary render to the country.

Your Committee therefore recommends that either this Committee be continued or that another Committee be appointed in its place, to consider the subject when the time seems more opportune.
