4. Resolved, That so much of the said message as relates to the revenue and to the late importations of British manufactures, be referred to the Committee of Ways and Means.

5. Resolved, That so much of the said message as relates to British licenses, and to "cases of corrupt and perfidious intercourse with the enemy, not amounting to treason." be referred to the Committee of Commerce and Manufactures.

Mr. Smilie, Mr. Calhoun, Mr. Grundy, Mr. Goldsborough, Mr. Macon, Mr. Nelson, Mr. Harper, Mr. Desha and Mr. Seaver, were appointed the committee pursuant to the first resolution.

Mr. Williams, Mr. Troup, Mr. Wright. Mr. Sevier, Mr. Lowndes, Mr. Chittenden. Mr. Lyle, Mr. Stuart and Mr. Avery, were appointed the committee pursuant to the second resolution.

Mr. Bassett, Mr. Bacon, Mir. Milnor, Mr. Bleecker, Air. Widgery, Mr. Dawson, Mr. Hyneman, Mr. Alston and Mr. Stow, were appointed the committee pursuant to the third resolution.

On motion of Mr. Dawson,

The House proceeded to consider the resolution submitted by him yesterday, and the same being read, was referred to the committee appointed on that part of the President's message which relates to the Naval Establishment, to the past operations and to the future prosecution of the war on the ocean and on the lakes.

On motion of Mr. Goodwyn,

Resolved, That this House will, to day at twelve o'clock, proceed to the choice of a chaplain on their part.

The House then proceeded by baliot to the choice of a chaplain, and upon an examination of the ballots it appeared that the reverend Jesse Lee was duly chosen.

Ordered, That the Clerk do acquaint the Senate therewith.

On motion of Mr. Harper,

The House was cleared of all persons except the Members, Clerk, Sergeant-at-arms, and Door-keeper: When

A motion was made by Mr. Harper, that the House do come to the following resolution:

Resolved, That the Committee of Commerce and Manufactures be instructed to inquire into the expediency of prohibiting, by law, the exportation of flour and other bread stuffs from the United States, and the territories thereof, and that they report by bill or otherwise.

A question was taken whether the subject matter of the said resolution required secrecy,

And passed in the affirmative,

A motion was made by Mr. Newton, to amend the said resolution by striking out all of the same af ter the word "resolved," for the purpose of inserting the following:

That the exportation of flour and bread stuffs from the United States and the territories thereof, ought to be prohibited by law.

And the question thereon being taken,

It was determined in the negative.

The question was then taken that the said resolution do pass,
