The following regulations are published for the instruction and guidance of all officers and employees of the customs.

This volume is to be known and cited as the Customs Regulations of 1937, and supersedes the Customs Regulations of 1931, as amended and all other prior regulations in conflict with the regulations in this volume or the substance of which is incorporated herein.

References to these regulations in official correspondence are to be made to the article numbers and not to the chapters or pages.

Collectors and other chief officers of the customs are directed to require all officers and employees under their jurisdiction to familiarize themselves with the regulations, and particularly with those portions thereof pertaining to the specific duties to which such officers and employees are assigned.

These regulations are to be strictly observed and followed by all customs officers and employees unless compliance therewith be expressly waived in writing.
