CHAP. 243-An Act to authorize the board of county commissioners of the county of Humboldt, State of Nevada, to issue bonds to provide for the construction, equipment, and furnishing of an additional story or additional stories to the county high-school building at Winnemucca, Nevada: or for the purchase of a new site for a county high-school building in the town of Winnemucca, Nevada; and for the construction, equipment, and furnishing of a county highschool building on said new site; and authorize the county board of education of said county to sell, in the manner provided in this act, the present site and county highschool building situated thereon, in the town of Winnemucca, Nevada, and other matters properly connected therewith.

Assembly, do enact as follows:

SECTION 1. The board of county commissioners of Humboldt County is hereby authorized, empowered, and directed

to prepare and issue bonds of said county for an amount not to exceed the sum of fifteen thousand ($15,000) dollars, exclusive of interest, for the purpose of providing funds for the construction, equipment, and furnishing of an additional story or additional stories to the county high-school building at Winnemucca, Nevada, or for the purchase of a new site for a county high-school building in the town of Winnemucca, Nevada, and for the construction, equipment, and furnishing of a county high-school building on said new site.

SEC. 2. The board of county commissioners of said HumDescription boldt County shall cause said bonds to be prepared and made ready for issuance. Said bonds shall be signed by the chairman of the board, countersigned by the county treasurer, and authenticated by the seal of the county; coupons for interest shall be attached to each bond, so that the same may be removed without injury to the bond, and each of said coupons shall be consecutively numbered, and signed by the chairman of said board and the county treasurer.

SEC. 4. The board of county commissioners of Humboldt Negotiation County is hereby authorized to negotiate the sale of said bonds, or such number thereof as they may deem necessary, by advertising for sealed proposals, or by private sales, as they may deem for the best interests of the county, and may reject any and all bids; provided, that no bonds shall be sold for less than par value; and provided further, that all bonds shall be made payable in gold coin of the United States and the interest thereon shall be payable in like gold coin.

SEC. 8. SEC. 9. shall be liable on his official bond for the safe keeping of the moneys which shall come into his hands under the provisions of this act, and for the faithful discharge of his duties in relation thereto.

SEC. 11. For the purpose of creating a fund for the payment "Humboldt of the bonds authorized by this act and the interest thereon, School Bond the board of county commissioners of said Humboldt County Fund" are hereby authorized and required to levy and collect a special tax on all the property, both real and personal, subject to taxation, including the proceeds of mines, within the boundaries of said Humboldt County, until such bonds and the interest thereon shall have been fully paid, sufficient to pay the interest on said bonds, and to pay and retire, beginning with bond number one and consecutively thereafter, two of said bonds annually, beginning with the first Monday in July, 1916, until all of said bonds have been redeemed and retired. Such tax shall be levied and collected in the same manner and at the same time as other taxes are assessed and collected, and the proceeds thereof shall be kept by the county treasurer in a special fund, to be known as the "Humboldt County High School Bond Redemption Fund"

SEC. 12. It shall be obligatory on the said county and its Interest paid proper officers, annually, beginning on the first Monday in July, 1916, to fully pay the accrued interest on said bonds, beginning with the first number thereof, until all of said bonds are redeemed and retired.

SEC. 13. SEC. 15. Should the holder of said bonds, or any of them, for any cause whatever, fail to present said bonds to the said county treasurer for payment when they become due, all interest on such bonds shall immediately cease.

SEC. 16. The county board of education of Humboldt County is hereby authorized, empowered, and directed to offer for sale and to sell the present county high-school site and the county building and high-school building situated thereon, at Winnemucca, Nevada, to the highest bidder for cash, gold coin of the United States, and to turn over to the county treasurer of the said Humboldt County all proceeds of such sale, which said proceeds of such

sale, together with the money derived from the sale of the bonds hereinbefore specified, shall be applied by said board of county commissioners to the purchase of the said new site and the construction, furnishing, and equipping of the high-school Minimum building aforesaid thereon; provided, however, that no such sale sale price, $20,000 shall be made for less than twenty thousand dollars.

CHAP. 244-An Act to amend section 2 of an act entitled "An act making the railroad commission of Nevada ex officio a public service commission for the regulation and control of certain public utilities, prescribing the manner in which such public utilities shall be regulated and controlled, requiring such public utilities to furnish reasonably adequate service and facilities, prohibiting unjust and unreasonable charges for services rendered by such public utilities, providing penalties for violation of the provisions of this act, authorizing such public service commission to appoint an expert engineer and to employ clerks and assistants, and making an appropriation for carrying out the provisions of this act," approved March 23, 1911.
